Get some qualified people from Cyprus over here immediately.  Give them all the "Health Czar" positions and let them run the sick system (no pun intended).  Our handling of health disasters (potential, real and imagined) in the United States is a testimony to our real priorities - which are sending our Armed Forces off to endless wars and meddling in the affairs of other nations in a negative way.  We are not the only nation guilty of this, but one would think that we would and should know better.  So, let's get those Cypriots (and any others) over here ASAP. It seems that they might  actually know what the hell they are doing.
