Cash for cab clunkers in Cairo

CAIRO – While General Motors sales struggle in the United States, the American automaker can’t keep up with demand for its Chevrolet Lanos here in Egypt. The car's popularity has skyrocketed due to a new government-sponsored incentive to encourage Cairo’s taxi drivers to trade in their decades-old beaters for brand new models. 

Although prospective buyers can select from five models – ranging from the modest Russian Lada at $6,607 to the pricey French Peugeot – the vast majority opt for a Chevy at $9,549. 

"There is a high demand for Chevrolet. It is a durable car and people love it, but the choice is left to the driver and supplier," said Mohamed Shawky, the supervisor of the program.

But many of Cairo’s cabbies have made their choice clear.

"Chevrolet is the most popular car because it is strong, and has spare parts readily available on the local market. Installments are cheap at only 800 Egyptian pounds a month ($143) for a five-year period," explained Magdy Mansour, the happy new owner of a 1-month-old Chevrolet.  The only drawback: "It takes a lot of gas."

The finance terms are enticing. Buyers get $900 for their old taxi, which will be scrapped by the government. They can then choose between five new models, each discounted by $450 off the sticker price.

Drivers then repay the interest-free, 5-year loan in affordable monthly installments. Cabbies also are offered the option to display advertising in exchange for over $100 per month which can either entirely cover their monthly payments or defray them by half. 

Egyptians are normally afraid to incur debt, but the simple, fast-track loan process and easy terms are winning them over. So far, 16,000 drivers have been approved for loans. The program, which was launched on April 6, aims to replace 34,000 taxis. Another enviable statistic: so far no drivers have defaulted on their loans that also started in April.

The benefits have spilled over into the industrial sector too by creating new job opportunities. "Car manufacturers have increased production to three shifts a day to increase production by 50 to 60 percent more," said Shawky, the program supervisor.

The cumbersome moniker for the scheme, "The Plan to Remove Old Taxis from Service and Replace Them with New Ones" may not be as catchy as the old GM tag line "See the USA in Your Chevrolet," but it has proven to be incredibly successful. 

The program was the brainchild of the Ministry of Finance in response to the government’s decision to force Cairo’s taxi drivers to replace their old cars (anything more than 20 years old) by the year 2011. The program goal is to make the streets safer, less polluted and less congested by the traffic jams caused by car breakdowns. The shiny new, air-conditioned and metered white taxis are also meant to project a hipper and more welcoming image of Egypt to millions of tourists.

The infamous old black-and-white taxis that ply the streets are often filthy, badly in need of repair, tricked out in disco lights, dangling ornaments, and blaring religious recitations or the latest Arab pop tune.  To the discomfort of passengers, there is no air conditioning and the windows, door handles and seat belts are normally broken. And passengers must haggle with drivers over the price before embarking, and oftentimes drivers spend the rest of the hot and sweaty journey trying to harass passengers into upping the fare.

By contrast, the new white taxis are legally required to run their meters and accept the metered fare.  Drivers will turn on air conditioning upon request and are required to visit the mechanic every two months.  Drivers keep their new rides sparkling clean to tempt prospective passengers.

The public is taking notice. At first, patrons were sticker shy – fearing that a clean, comfortable ride would be more costly. But the bright white taxis are winning new converts as people discover that the fares are often the same or lower.

"I think it is perfect because it is a relief to know the fees and not have to argue about it. It is cheaper than the driver telling you what to pay.  And the new models are so much better than the old noisy ones," said teaching assistant Cherry Ahmed after her first ride. 

For many taxi drivers, it’s also like a dream come true. "People prefer the new car. It is comfortable. My income has increased and the number of passengers has increased," said government worker and cab driver Abdel Latif Abdel Sadiq.  He currently works a full-time job and drives a taxi to supplement his income. But when he retires, he expects the new taxi to more than replace his current salary.

Mansour’s family was thrilled when he drove home in his new Chevrolet cab. "I am trying to improve my standard of living by changing my old taxi to a new one because the other one kept on breaking down."

And the taxi replacement project allowed him to achieve something he had never imagined possible. "The dream of every poor man is to drive a new car."

Apparently we just can't understand the quality that GM. Ford and Chrysler have there.  I would think that they can do some of that here.  They may already be doing that.
Notice how he said the Chevy uses lots of gas.  I guess some things are the same the world over.

Now here is something Americans really need to support both at home and abroad.  With so many things going wrong, this is after all a positive.  I have been all over the world and I'm sure glad those taxi drivers are out there, everywhere. May Allah bless all those Egyptian Taxi drivers.  These guys can be your best friends wherever you go on this planet.
R FERR, I GUESS YOU HAVEN'T DONE VERY MUCH RESEARCH IN THE FUEL ECONOMY FIELD. THE CHEVROLET AVEO AND IMPALA ARE THE MOST FUEL EFFICIENT CARS ON THE ROAD,EVEN MORE SO THAN TOYOTA OR HONDA. YOU SHOULD GET YOUR FACTS STRAIGHT.
Yeah, but gas here and gas there, just isn't the same. You can afford to drive a gas hog there.
Was Cairo toursit in 2008, hired cab and driver for the day,(5 days), 1978 Peugot 404 wagon, one window crank, passed around, caught on fire one day, fixed the next, driver almost never used 1st gear to save gas (and ruin clutch), had about 1,000,000 km on it, simple to fix, lots of exhaust fumes, the Chevies are nice but are not backyard fixable, won't last 30 years, but IF the driver will turn on the AC (uses more gas, so bet it will be a hassle), will be alot nicer.  Hope our driver (a great guy) gets a new one.  Bet the meter "wont' work", the haggle system is hard to kill.  The big Russian trucks are the big polluters, as well as the old Peugots and Ladas.
Thank GOD! This is great news because the old taxis are nasty and hazardous! Now if we could just get a mandatory Driving Safety Course for all the drivers then we'd be in good shape!
And if your car gets towed or stolen via grand auto theft prior to you trading it in, your just shit out of luck in regards to cash for clunkers.
Interesting comment by Ferr from Colorado.  Chevy Malibu gets better EPA than Toyota Camry and Honda Accord.  Chevy Equinox gets better EPA than Toyota Rav4 and Honda CRV.  Both have better warranties too.  Better get your head out of the past and give GM another look!
Well this is a plus for both nations, the citizens of Cairo are getting better cabs, and the government is helping out its economy. And they are buying American made cars. I do not understand if this will truly help our economy as well, but someone seems to be benefiting from the sale of the GM models. Personally I will stick with my Honda, it never fails me.
It's a really good thing that finally, a country in this part of the world open the way for such a program.
I remember visiting several countries in that region a few Years ago, and amazed at how much pollution these old taxis (& private cars alike)generated in front of My own eyes. And I am no scientist, only the visible smoke coming out of tail pipes on almost all cars there, told the story !
Next, the Egyptian Govt. should implement a program to curve the habit of drivers there (and most govts. of all other Arab/Muslim countries in the vicinities)using Their horn as often as They do now, that would reduce "noise" polution.
But one thing at a time, way to go Egypt !!!

Gas mileage is all relative for those who focus on the "it takes a lot of gas" - the Lanos has a 1.6 liter engine that American buyers of small cars would scoff at as being not worth the trade for gas mileage vs. power.  Comparing the Lanos against a diesel Pegeot, then of course the Lanos does not get the same mileage - but the Lanos is still a gas mizer by American standards.
I live in Cairo and have taken the black-and-whites many times. While I will miss some of their "character" (the faint smell of gasoline, the filthy seats, the busted mufflers, the doors that don't shut), I welcome the new models, which started showing up in Maadio just a few days before I flew home for the summer.
Let's make them get a new car! Wait, what car is the cheapest and still looks kind of nice, oh wait, the failing GM!

You must be overdoing your meds, that's a completely ludicrous lie.
As far as quality goes, you may all want to keep in mind that the Chevy in question is a re-badged Daewoo Lanos. Seriously...it's had minor body redesigns but, is exactly the same thing as before (although the lower engine is steel now).

Chevrolet here at home is far more trustworthy.

You must be joking right!! Chevy Aveo (30) & Impala (23) are the most fuel efficient cars - I think your brain was taking a nap when you wrote this. Couple of things; almost all hybrids are more fuel efficient than the Aveo and Impala, secondly in Aveo's class - Toyota Yaris (32), Honda Fit (32) and Mini Cooper (32) are better than Aveo; lets look at Impala (23) - Toyota Camry (24) Better; Honda Accord (25) Better; Hyundai Sonata (25) Better; BMW335d (27) Better; Mercedez E350 bluetec (26) Better;  Nissan Altima (26) Better;

I've been living in Cairo since March, let me tell you the checkered are a welcome sight.  Whenever we go out we wait an extra 2 minutes until we see one shining bright white in the sea of old black and whites.  Occasionally, the drivers will refuse to use the meter but simply asking them to or mentioning the police usually works.  So Egypt now has more comfortable, cheaper cabs and the internet just went down in price 50%.  It's a good time to be here.
