Mandatory filtering software ignites outrage in China

BEIJING – It’s a real measure of Hong Kong’s autonomy – enshrined in the "one country, two systems" principle contained in its constitutional document under Chinese sovereignty – that certain freedoms and rights not enjoyed in mainland China continue to flourish in the former British colony.

We notice it every time we visit. First, there’s the regular assembly of Falun Gong supporters near the Hong Kong Convention Center in Wanchai, right where busloads of mainland Chinese tourists spill out. 

It’s always a curiosity to see how the tourists might react to seeing these folks. After all, the Falun Gong is a quasi-religious group banned in China, and authorities spare no effort in demonizing the organization among citizens.

Then, more recently, there are Zhao Ziyang’s memoirs, selling out across bookshops in Hong Kong, both in English and in Chinese. The former Communist Party chief was ousted in May 1989 during a power struggle that underpinned the student protests in Tiananmen Square
that year. Under house arrest until he died in 2005, Zhao secretly recorded 30 tapes detailing the inner workings of the Party, and they were recently published in a book format to coincide with the 20th anniversary of the Tiananmen Square crackdown. Of course, the book is not for sale on the Chinese mainland.

And then, of course, there is the Internet. In Hong Kong and unlike in China, we never need to log onto our NBC intranet in order to access certain websites. YouTube plays instantly. The Huffington Post loads easily. And we have yet to see the "error" message so often encountered on the mainland.

So it was with great dismay that last Monday, while we were still in Hong Kong, we learned about China’s latest efforts to shore up its Great Firewall.

The Green Dam
Bloggers and news reports quickly spread the news that the Ministry of Industry and Information Technology (MIIT) will require personal computer manufacturers by July 1 to include a filtering software in all computers either manufactured here or imported into the country. 

Officials claim the technology is designed to protect Chinese youth. The software, known as the Green Dam Youth Escort, would link the computers with a regularly updated database of banned websites and automatically block access to those sites. 

A predictable outcry has arisen not only from PC makers, who largely do not want to be quoted in the media while expressing their concerns, but also from many of China’s almost 300-million strong Internet users, or as they call themselves in China, "netizens."

Popular online chat rooms were flooded with sarcastic, angry comments: "How I educate my kids is my own business! I don’t need you to tell me what to do!"  "Why should I buy a computer if I can’t browse to porn sites?" "Why don’t they monitor our phone calls and internet at home?  When we go out they can use satellite and cameras to monitor us. Oh and they can send bodyguards to monitor us when we sleep – that’s the best!"

Skeptics identifying themselves as taxpayers also expressed concern about Green Dam’s porn-filtering credibility; amidst reports the contract secured with the Chinese government is worth around $6 million. Testers loaded pictures of three world famous cats – Garfield and two Japanese characters Doraemon and Hello Kitty – to see whether the filter worked. 

The result?  Doraemon – OK. Hello Kitty – OK. Garfield – "This information is malicious! It will be filtered!"

Apparently Garfield is a little too round and a little too yellow. The software deemed him suspiciously nude. "Undoubtedly, Green Dam will inspire a new trend of having sex with clothes on," said one comment on China’s biggest Internet chat forum Tianya.

Outrage from all sides
A spokesman from Green Dam’s developer, Jinhui Computer System Engineering Co., has refused to reveal what websites are on the blacklists, in order not to "promote these web portals."  But an ad hoc group of bloggers and computer techies has discovered all sorts of key words censored by the software (including the phrase "Falun Gong") and has posted its findings and analysis on Wikileaks. 

Meanwhile, PC users are afraid of possible personal information theft caused by the filtering software. In a survey on China’s biggest web portal www.sina.com.cn, over 80 percent of the Internet users voted, "I will not consider installing Green Dam on my computer." They might not take much comfort from a University of Michigan study that found "serious security vulnerabilities due to programming errors" in Green Dam. 

Gay rights groups also publicly protested the application because "homosexuality" is listed as malicious content alongside "pornography." Websites that contain words like "gay" or "lesbian" are prone to being filtered out by Green Dam. 

The uproar from targeted customers is not the only headache Jinhui faces. An American company, Solid Oak Software of Santa Barbara, claims Jinhui stole their programming code to create Green Dam and has sent "cease and desist" letters to Dell and Hewlett-Packard requesting them not to distribute the software with PC shipments. Jinhui denies the accusation.   

On Tuesday, an unidentified official with MIIT reiterated that users had the final say as to whether or not to use the software.  "PC makers are only required to save the setup files of the program in the hard drives of the computers, or provide CD-ROMs containing the program with their PC packages," he was quoted on the front page of the state-run China Daily newspaper. 

The article triggered many reports speculating whether the Chinese government was now backing down from its initial position, but one wonders what the Chinese authorities – no fan of mass movements of any kind – make of Iran’s opposition protesters demonstrating against the election results.  Especially in light of the emergence of Internet outlets like Twitter and YouTube in mobilizing Iranians onto the streets.

In the days leading up to the anniversary of the Tiananmen Square crackdown, authorities here shut down both of those websites, in addition to several others. They’re back up and running again, but only until the next sensitive anniversary or an outbreak of mass dissent or unrest like the Tibet riots.

But don’t worry.  As elsewhere, Chinese Internet users have long demonstrated a knack for getting around firewalls and filters. 

A good example is Zhao’s memoirs, which made it to China on the Internet as a Chinese-language Word Document illegally downloaded everywhere.  As one comment on Tianya said, "The powerful and smart Chinese netizens have already figured out how to uninstall and crush the rogue software into ashes."

The people speak!
It is very encouraging to see that the Chinese, Iranian, American, and other people are pretty much on the same page with one another. In spite of all the B.S. of our governments, including the U.S., including the Obama administration, the people do think, and do communicate with one another. Yes indeed, it is great being a world citizen!!!
Here here, Mike.  There's so much hate in this world, but how much of it is really between the world's people?  How much of it is the citizens, and how much is the citizens' governments?  I think the protests in Iran and China are proving that the latter is more to blame.  Governments rattle their sabres so they don't lose face with the rest of the world, but in doing so they cast a black mark on the people they are supposed to be in charge of, whose well-being they are responsible for and claim they care about.  Here's to Twitter, Flickr, YouTube, Facebook and every other site that lets the people of the world truly unite and learn about one another, without their governments' filters.  Now if we could just get North Korea on board, we might actually have the potential for world peace...
I'm starting to realize that it's not the countries that don't get along, it is the governments.
Increased access to internet and web-based communication is leading to an increased sense of globalization...
For governments, ignorance of the citizen is bliss...and they will continue to push censorship as a form of oppression, to maintain power.  But for citizens, knowledge is power, and the more the citizens are able to gain access to forbidden information, the less power of oppression the government will have over them...I hope.  I don't think we'll ever have world peace - it's not in human nature.  But I think that access to information can improve the lives of many people by allowing them to band together for their common good.          
I had always been suspicious of Chinese government and its draconian treatment of its people. The period of democracy -if that- after the fall of the divine emperorship was all too brief. It's time the USA took over China.
  It's also time for BOTH dictatorships in Korea to be overthrown and for the USA to take over...

No kidding the government makes the rules as to what country you even get to visit.  Our government is no different  We always hear about what country doesn't allow their citizens  to travel  to other specific countries  But we have restrictions placed on us as well.  I love the net  We can communicate with anyone we want to around the world and gather information beyond CNN, MSN,  Fox etc. 60 second bleeps and biased opinions that are presented as facts.  
Maybe cause I'm nearly sixty and traveled exstensively throughout the world, but I've always said it's not the people who hate people, i't the government and their propaganda that causes peop;e to hate people
It's always amusing to see China's futile attemp to create this so call "Great Firewall".  I can only suspect whoever is coming up with these ideas must not understand the internet technology very well.  I'm willing to bet if China ever challenge the world's hacker community to test whatever kind of defense they can come up, the "Great Firewall" will not last more then 24 hours.  
The era of effective internet censorship is long over.  The average 12 year old can defeat most any filtering software.  I work in the computer repair field and have had some experience with this sort of software. I've watched parents spend hundreds of dollars trying different filtering products to protect their children from pornography and such on the internet, only to have their children defeat them one after another.  Governments are kidding themselves if they think they can control access to information in this day and age - Most can't even effectively secure their own networks against hackers.
Ah, so lovely seeing the citizens speaking out rather than living with this garbage. Supressing information is one of the absolute most heinous crimes a government can commit. As said by Mike, it IS great being a citizen. These are the people who need to be running our governments, not corrupt bureaucrats.
I'm with you Mike, Stephanie and t, the first few commenters here.  We are all one throughout the world.  Our countries enemies are not the peoples enemies and they will not be our countries enemies long.  Witness Germany, Japan, Russia, Vietnam and many others.  Wars and enemies are designed to keep the country divided and controlled.

The US Government is a great example of how power corrupts.  The rest of the world's citizens should know that the people in the US have no real choice any more who runs thier government and that we are in the same position they are.
If you think that Iranians were crazy to re-elect Admajinidad [sp?] after a disastrous first term, look no farther than the US in re-electing George Bush after his disastrous first term. Those of us too stupid, lazy, or scared to work harder to stop it must share the blame.

It is a human beings right to free thought and expression. Any Methods to restrict these rights are the governments way to attempt to influence and control its citizens.
Having spent time in various parts of the world, I have found that people are basically the same everywhere. Our governments may differ, but we are all united as citizens of the world.
The majority of humans only want basic things like food, providing for their families, etc. War, disagreements, policies, and all the attached garbage is due to two things....government and religion...both which avidly promote behavior modification to control the populace.What are you going to do about it now that you're aware?

Were all of you just born? It has always been the goverment that has made everyday people of our great USA look like we do. (stuck up little, silver spoon in the mouth brats) I want it, or I will not play with you. This is how the world has seen us for years.  So Would you expect anything different from other countries?  Wake up. Our Goverments Sucks, Always has and Always will. My opinion of the so called president of Iran is quite low. I am more inclined to view him as clever Hitler type thug who, through thuggery has been able to promote his self interest at the expense of his fellow Iranian citizens.
Would wish that the news media refer to him for what he actually is; Namely a typical,and common, self serving thug and not the president of anything, in any way, shape or form.!!!

Please do not compare President Obama to the likes of leaders of the Peoples Republic of China.  While I did not vote for him, the majority of the American people did in a free election system. He is doing what he said he would do.  He is honest and does not seem to lie.  While I do not agree with some of his positions, he is my president and deserves my respect, prayers, and support. Don't hit him for doing what he said he would do.
I suprised that people are actully suprised!  China has always kept it's people stupid, uneducated people are easy to control.  Much like the obama administration does to our people, let them think they are in control, but make sure they're stupid.  Thing about that... at one point, the people realise the truth and they fight back.  I just hope we, The People, realise what the obama is doing to our country before it's to late.... and that point is almost here...
America's founding fathers are standing in heaven, smiling down on the people of Iran and China, who are demanding freedom!  Tom Pain, Thomas Jefferson, Samual Adams, George Washington, and Benjamin Franklin are clapping their hands and shouting, "Huzzah!"  
Interesting.  Does this mean this software will mandated by the Chinese government be on all laptops and other PCs made in China for export?  This makes me wonder what other extra software is being placed on PCs made in China.
When men and women of similar interests (Hackers, Farmers, Sailors, Radio Hams, etc.) but different nations,even 'enemy' nations, get together they have more interests in common than their so called leaders, who are generally shallow, self serving, psycopathic types.
Why do we allow such sick persons to become our 'leaders'?
The problem is that the government's think they own and control us, but we the People, know that they don't and never did.  It is just a matter of fact that you can only push people so far before they start to push back.  United the world will stand, and government, bank's and corporation's will change, or be overcome.  It is the only natural solution to the problem.

 
When the common people of the world have a voice, the repessive regimes like Iran, China, Iraq, Hamas, and many others, will be trying to hold back an erupting volcano.  Power to the people and freedom of the press and internet!!!!!

When I was a teen, my tech-savy dad limited my internet access to five sites unless I asked for permission to view other sites. Although this was insulting and irratating, it was my dad's choice. I'm free to access any site I please right now as an adult.  The level of control that the Chinese government hopes to achieve over the largest population in the world is both unrealistic and will eventually lead to their downfall.
I can gurantee the CCP is watching closely at the role internet is playing in Iran election protests.  I bet "Green Dam" is here to stay, and will probably grow to exceed "Three Gourges" in stature.
I don't believe it.  I believe China has got the people obediant and will continue its pillaging of the West.  China needs to be thrashed, NOW, before they get too hard to deal with.
funny, how it's news when implemented in hong kong. i havent been able to watch anything on youtube (including videos of international friends and their families) for months here in mainland china, but noone seemed to care... can't help but be a little jealous...
Mike/Stephanie...you are being idealistic, simplistic, and very naieve.  Within countries, cities, even high schools, there are people who disagree, hate, and bully.  There never will be world peace as long as there are people in the world.
I see the Chinese's point in wanting to control the internet but that really is a very passive aggressive way of running the wires.

I am pleased to see some people have REAL COMMON SENSE, unlike the world governments, and am very pleased to see there is still real intelligence in e-mail responses.  I like the above 3 responses very much.
At last people speak!!! of course its the governments that dont get along we the people elect these officials and they then go and piss each other off besides just like in Iran the PEOPLE dont want the nut job aminawhocareshowyouspellit in power but he is, same in china, the government thinks they are doing the best thing for the citizens except almost 100 percent of the time they wont obey the laws they enact in there own homes. and about North Korea im almost certain that everyone except the ruling class does not want underground missile test and for the few well to do buisnessess in north korea dont want there shipments searched and held up but everyone must suffer because the ones in power couldnt care less
I once said that there was no difference between the elected government and the people they represent...then we elected the "Dems" in '08.  It's ironic that our own political system gives such meaning to "dichotomy."
