The ‘working girls of Quetta’ – children

QUETTA, Pakistan – The 11-year-old girl blushed as she walked into the car dealer’s showroom on Quetta’s Adalat Road in southwest Pakistan. Her 17-year-old cousin, eyes fixed to the ground, followed her. When the younger girl asked the owner for five rupees (6 cents), he pointed to the back room and told both girls to follow him. 

A stocky man in his mid-forties with sallow skin and puffy eyes, he told the girls to lift their shirts – he wanted to see. "Very nice," the owner said. "They are getting bigger," he told the 17-year-old as he touched her. 

The 11-year-old was excited as she told us the story; we had followed them inside the showroom pretending to be customers interested in renting one of the Land Cruisers parked inside. The owner had given them 10 rupees (12 cents), the girls told us, more money than they had asked for. Then, giggling, they ran away.

It’s dangerous to be seen following these girls – some of their clients are wealthy feudal land barons and powerful politicians, others are ordinary shopkeepers who will give money to the poor, but want to get something in return.

The girls are part of an alarming problem that gets little attention in Pakistan.

"Prostitution is rampant in all the big cities throughout the country," said Senior Superintendent of Police, Raja Shahid, who heads the police investigation unit in Rawalpindi, a city close to the capital Islamabad.

"There are loopholes in the laws that need to be changed. For example, in order to nab the culprits, we need to conduct a raid – but we cannot conduct a raid without permission from a magistrate. By the time we get the permission we have missed our chance," he said.

Calls for Islamic law
Others in the country have targeted the police’s inability to protect children as a reason to rally the people against the government.

"This is exactly why all the religious parties are campaigning for Shariah law," said Maulvi Noor Mohammed, a hard-line Islamic cleric, known for his ties to the Taliban.

Mohammed preaches "jihad" against the West to young boys in his sprawling madrassa (religious school) on the outskirts of Quetta. In an hour-long interview with NBC News, Mohammed argued that prostitution in Quetta is the perfect example of the corrupt morals of the secular, pro-Western Pakistan government and why it showed the need for a worldwide Islamic revolution. 

"What these men are doing is against Islam and they must be punished accordingly," he said. "Islam guarantees protection for these young girls."

The last study on child prostitution in Pakistan was conducted by the government's Federal Bureau of Statistics more than 10 years ago. At that time, the study concluded that an estimated 20,000 to 40,000 children were involved in prostitution.

Today, there is no reliable data or updated figures, perhaps because it is a national shame.

Poverty increases problem
Fathers often send their young daughters out on the streets to earn money for the family. The girls begin by begging – some as young as 3-years old – and as they grow older, they become part of the flourishing sex trade in this deeply conservative city in southwest Pakistan.

 "The fathers of these girls are usually drug addicts or alcoholics and the family is impoverished," said Fauzia Baloch, a coordinator for the Aurat Foundation, an NGO that works for women’s rights in rural Pakistan. "We can act, often only when a member of the family comes forth and complains, usually of domestic violence, and then we provide shelter for the girls and their mothers."

On a recent afternoon, we sat outside a tea shop on Quetta’s Adalat Road and watched young girls move easily in and out of the crushing traffic – a chaotic scene of rickshaws, donkey carts piled high with bathtubs, rainbow-colored trucks decorated with gaudy paintings and men on bicycles. The girls made contact with the shopkeepers and with the men sitting in parked cars who were waiting for them.

"We know this is going on," said Inspector Malik Durrani of the Quetta police. "Even though prostitution is illegal in Pakistan, the police cannot arrest anyone without first lodging a case in the courts," he said. "[President Pervez] Musharraf changed the laws in 2007 to give women more rights but the laws are now so complex that unless the woman complains the police are powerless to act."

Life on the streets
One 30-year-old woman with piercing light blue eyes said she has worked the Adalat Road for 25 years. She goes by the name of Shin Khalai.

"I started begging when I was 5 years old," Khalai said. "My father was a drug addict and my mother sent me and my seven brothers and sisters out on the streets to beg. I am married now – my husband is a gambler and he knows I sleep around with other men but he wants the money I earn so he can keep on gambling."

Haji Naseem, another car dealer on Adalat Road, blames the city’s politicians and religious leaders. "Everyone knows what is going on with these children," he said. "No one bothers to stop it because our leaders have forgotten their duties to the people and are only after their own power and their own riches," he said. "We are being destroyed from within by moral corruption and greed." 

"Look at them," Khalai pointed out three girls, as they walked down the street, dressed in colorful shalwar kameez – the term for traditional baggy trousers and long tunic shirts.

"They are the working girls of Quetta – those little children. What life do they have? This is no life for any of us," she said as she walked away – to go back to work.

men have to respect their children and families. men should also know right from wrong. I guess islam doesnt teach that. great religion. thats why your countries are trash and everyone wants to come to america. ever hear a sane person saving their money to move to pakistan or iran or afganistan...no. cause your country is so backwards and oppressive who would want to? the west is laughing cause you cant get your own coutries in order and even more hilarious is that you even spit at those trying to help you. the west should build a big wall around these coutries like in Escape from New York and walk away.    
As a father myself, I can only hope that things change.
That kind of behaviour is not right nor exceptable. Those children should not be treated that way nor should anyone else. We are all human and we all bleed red, so NO ONE should have the right to do to those children what is happening. IT'S SICK... The people that  are doing it should be punished for such cruel behaviour.
After reading this article I am saddened by what is written, then I look at my own life here in the United States and I see no difference. Before I start to care for others elsewhere I feel the focus should be here in the United States.
I was in the military during the mid 1980's. I had the opportunity to visit the Philippines, which by itself was a shocker. Back then, the average yearly income was $300, so the poverty was incredible.

Well, normally did not drink, but that night I had a few, and was tipsy. I was in a bar in the middle of the night (+- 3am) with some friends and some women. Seated at the table was this girl, who could not have been more than 10 years old...in the MIDDLE OF THE NIGHT.

I was a VERY naive young man, and it was not until much later that I realized she was just another prostitute.

I am so glad my daughter does not have to endure this life. It is so sad.
Prostitution is going on everywhere. I do believe it is very sad for any child or human being to go through such measures as to selling there body for drugs and money. I believe if they can beg and sell their bodies at such a young age they should allow the children and women to get a job. I do hope that in the future everything will get better.

This is happening all over the world, and it is heart breaking. Is it not true that under Islamic law, these girls would be furthur punished instead of being helped? Would they not be subject to honor killing or forced to commit suicide to protect the family honor? Seems, like many things, the intensions are good, but the solution is just as bad?
The sad part is that in the US there is more slavery(Human sex slaves) than there was in the civil war.  Prostitution of all kinds is a massive problem in the US not just abroad.  We need to open our eyes to what is going on in the US as well.
This scene is all over, east Europe, Asia, Africa, and even here in the U.S., so it is not tied to any religion or lifestyle, this is a result of poverty.
We have the same problem in the states, but much of it is done at home, or with children being groomed by authority figures before abusing them.  Children are abused and filmed, then blackmailed, children are addicted to drugs, and then they do things to get the drugs, children are exploited after being seduced online.  We need education, but we also need to understand that pedophiles never change and decide what we're going to do about it.
It seems the imams in the madrasses use any problem in their country as an excuse to drum up hate for the west.  It's not our influence.

women for women international works to help women and children.  I don't know the degree to which they are helping in Pakistan, but they are a very strong organization.  I sponsor a woman and her children for only $35/month.  I have to believe women getting stronger and educated in any part of the world increases the likelihood of women and girls eventually being helped in all parts of the world.  It's at least one small way I feel like I don't just sit on the sidelines.  
yes education is key but please dont try to westernise these people they don't want to be or they would be trying harder all we do is make the radicals more radical and please don't say religion will solve it because all it will do is cause more problems we need to keep our nose out of the middle east as much as possible
Mellisa, married at 12 are you crazy?  I was born and raised in the US but my family is from Pakistan.  In my family and every other Pakistani family I have ever  met it is the girls choice whom they marry and not only that they expect the guy and girl to be college educated.  That is the norm.  Get your degree your spouse obtains his or hers then you marry.  As for this article to me the problem is lack of economic opportunity for the poor.  That is what leads to these horrific events to happen in the first place.
It can't stop because the one that benefit are politicians who are involved on having sex with children and at the same time it is a very lucrative business for other people.
The part that really gets me about all this is the hard line cleric's view that all of this is the fault of "The West", and that they need to wage jihad against "The West" to protect these girls. That "protection" would then include beatings for such offenses as going to school, going outside without a full burqa, and then of course the obligatory "honor killings" of girls for having the audacity of being a rape victim! I fear for that entire society, not just for the girls

Education is crucial to the advancement of any people, but how to go about in this part of the world? This is foremost an economic problem.  In a society where women are not allowed to work, but it is perfectly ok for them to beg alongside the road, something is broken.
This is a problem everywhere not just Pakistan...education will not work capital punishment is the only way to stop this for everyone involve both the parents and the guys that are paying for it.

Does everyone remember the story of Sodom and Gomorrah?  The entire world can be compared to those cities, and we know what happened to them.

their society needs help.  We all need help of course and not one is perfect, but the protection of child should be a civilizations top priority.  Seems Pakistan has this one placed far down on the list:(  Shameful, sad and depressing.  
The best answer for cultures like these is the incorporation of Judeo/Christian values. Consider the European pagan cultures before Christianity was introduced. Unfortunately, many of these cultures reject the very thing that could help them the most.
I'm from pakistan, and grew up very privileged so my parents did volunteer work for poor rural areas as well, and we found that its a taboo to be poor in pakistan. Nobody cares if they live or die. The root of the problem is education and also taking away the deep superstitions in the culture. In pakistan, either youre wealthy or youre poor, and there is so much corruption politically, that the government stopped caring for the people, dont care for the poor. Its all about power and money. Thats why you see women and children exploited in this nation. Bhutto was suppose to build more shelters, provide care at a national level for the people in 1990s but she ended up embazzling the money, and lived of it. Musharraf was suppose to fight the Alqueda but seems like he kept the money for his military. Severe oversight or international pressure is needed for pakistan's government to work. My parents left Pakistan because they were professors, they teach all over the world. My parents were poor in their childhood, worked their way up. I continue to send money for so-called shelters, sometimes, I send clothes. I'm very ashamed for my country but in media instead of critizing the governement, we need to get with nonprofits to fix this issue because the gov will not do anything other than keep the money in their wallets.
And these countries have the audacity to say the Western Influences are ruining the world.  No i would say your own citizens are ruining your own country.  This is disgusting and these people need to take a long look in the mirror before they start bashing the United States and the Western World. Fine we should pull all our humanitarian aid out and let these countries fend for themselves, since most don't seem to want our help anyways.
If people in those countries spent as much time and money on helping these girls as they do on  their 'jihad', maybe something would change for the good.  As it is, their fathers and brothers are too busy planning terrorist attacks to care what is happening with these little girls.
Here in north,central and south america we also have child prostitution,specially in the poor counties.The child pornography is growing fast too.How can we citizens compel our gobernments to apply stronger  laws against such crimes.
Ok First of all Islam doesn't force anyone in a marraige, I am a muslim and I know my religion. Islam has a strict law if a girl doesn't want to marry someone she has all the rights to refuse.

Secondly people have added stuff to Islam for thier own convenience, like Iran(Shiat), they can temporarily marry someone for a one night stand or whatever. This is totally prohibited in Islam, the Islam that I talk of is the original and authentic Islam from the days of our beloved PROPHET Mohammed peace be upon him. During his time there was only one Islam, and now people have thier own version of Islams, so be very careful when you qoute Islam, is it the original one or the distorted, one would ask how would I know which one is correct, very simple by reading the Quran and the Saying of Prophet Mohammed peace be upon him.

Thirdly there is a difference between a practical and a non practical muslim(person who follows Islam), it is the same for all the religion, we have seen so many preists and church leaders commiting adultry and molastations, but no muslim say that Christianity is a horrible religion who's leaders are child molasters. It is the driver not the car which has a fault, Islam protects the right of a women compared to any religion in the world, but are you prepare to practice it completly not just pick and choose according to your convenience.

These Muslims who call themselve muslims are pathetic and black spot on the name of muslims, they should know better, and I would encourage if there was a true Sharia law implemented we may not see such abuses.

this is shocking and heartbreaking. sharia law doesn't mae any difference. look at afghanistan. women are far worse. unless people become literate and the society becomes open and free, there will be little changes in issues like this. there are lot of evils like this even in a free soceity like US,UK,France,etc..where there are cults that abuse and marry children in utah,nevada. things like this will always be there but in a smaller way and they will be punished when caught. humans are evils. it will never go away.

To Maryam in Salt Lake City, Unfortunately all those rights you mentioned (as honorable and fortright as they are) will be taken away under the Taliban and AlQaida.  Their version is what's reported and their version is what's believed by non-believers.  The problem isn't that there are non-believers trying to interpret Islam and Koran, the problem is Islam allowing the Talibans and AlQaidas of the world to interpret Islam and Koran.  You need to focus your anger on that issue and work towards correcting it!
This is incredibly sad, and like many commenters have mentioned, it is happening the world over. In fact, right here in the U.S. there is an outrageous amount of child sexual exploitation. being pakistani, i think i can understand the social and economic conditions these girls find themselves in. when one is hungry, morality takes a back-seat. it is sheer poverty-driven and cases of worst abuse are witnessed every day, where even islamic clerics sexually abuse young boys, in some cases as young as 5 years old.

To the person who said that Islamic law is to blame for this. Your opinion sounds that you are biased against Islam. Islam does not permit prostitution, nor does Islam permit sex outside of marriage. Islamic law upholds very strongly the institution of marriage which is designed to protect women and men from illegal sexual intercourse. Allah says in the Qur'an that sex outside of marriage is harmful to both women and men. It is also detrimental to strong families. Also, in regards to Islam permitting temporary marriage, this is not true. Allah and His Messenger Muhammad (peace be upon him), unequivocally prohibited temporary marriage. In regards to males and females marrying at a young age then this is just a point where our beliefs and yours are not in agreement. But as muslims we believe that since Allah created mankind, that He knows what is best for them. Prostitution is a problem in general, it is not specific to Islam. Do you not see that women are exploited through the sex trade in western societties also. Would it be fair for us to say that this is a christian problem. No it would not, because prostitution is un-christian, and the laws of Jesus (which were given to him by Allah) would have prohibited prostitution. Prostitution and sex outside of marriage are all in disobedience of God (Allah), or whatever name you choose to call the creator by.

This is so sad and disgusting.  These men have no shame, the government need t put a stop to this nonsense and punish the people that do this to these young girls.  The parents should be punised mostly for letting this happen to their children.
This is disgusting and heart wrenching. In 60 years corrupt politicians and military dictators have destroyed such a beautiful country like Pakistan. They just built unimagineable wealth for themselves and ignored the plight of the suffering masses. Someone in Pakistan has to step up and do something constructive to avoid total disaster.
Pakistan will never help these girls. So, who will do it? It is the obligation of the strong to protect the weak. Unfortunately, that moral code is far gone now in this world of greed especially in the U.S.. The bail out is the perfect example. If someone really wanted to help all they would have to do is open a school that pays children to go to school. A sexual act for 12 cents or homework assignment for 12 cents. It would be easy to fund and thousands of kids could be helped. The U.S. is no longer the guiding light in the world. Our own country is falling apart.

This is a horrific and disgusting thing that's happening to these children. The resolution to this indecent act starts at the top. GOVERNMENT!!!
