Analysis: What is Israel's end game in Gaza?

TEL AVIV – As Israel vows a war "to the bitter end" against Hamas, the surge in violence has spurred worries about another regional Mideast war as well as speculation about Israel’s ultimate aim with its broad assault on targets inside the Gaza Strip.

On the former question, there’s not a chance. Who would fight it?

Apart from the usual suspects -- Iran, Syria and their Lebanese proxies, Hezbollah -- most Arab leaders are probably delighted that Israel is taking apart Hamas fighting ability. Most pleased, some of my regular Fatah sources tell me privately, is the West Bank Palestinian leadership of Fatah, which saw Hamas obliterate its own power structure in Gaza in a few violent days 18 months ago.

This is payback time, courtesy of Israel. Palestinian President Mahmoud Abbas and other Fatah leaders, after calling for an urgent cease-fire, blame Hamas for provoking Israel by its refusal to continue the six-month truce, and its repeated rocket attacks into Israel.

Just as pleased is Egypt, which fears that its own fundamentalist Muslims will be encouraged by Hamas' success in Gaza. A bloody nose for Hamas fits Egypt's needs perfectly. Just as Palestinian police in the West Bank opened fire on pro-Hamas protestors on Sunday, so did Egyptian police on their border with Gaza.

Likewise, pro-Hamas demonstrations in Arab capitals like Amman and Baghdad will not force any military moves against Israel by their governments. And Iran, apart from its ability to support and encourage Hezbollah and Hamas, is a thousand miles away. The most Syria can do is to call off its indirect peace talks with Israel, which it has already done.

How the fighting could spread
So there are only two ways the fighting could spread. One way is if Hezbollah, or Palestinian groups, in southern Lebanon open a second front by firing rockets into Israel.

But Hezbollah leader Hassan Nasrallah's lukewarm call to arms did not include his own men. He said, "I join my voice to the voices of other Palestinian leaderships that have called for a third intifada in Palestine." In other words – you guys do it.

And although there have been some protests at home, Israeli Arabs, as well as Palestinians in the West Bank, have limited themselves to highly-publicized but small-scale protests that include throwing stones at soldiers, but nothing worse.

If Israeli soldiers kill Israeli Arabs, that could provoke a much wider revolt. But because of the killing in October 2000 of Israeli Arabs by soldiers, which led to two months of violence by Israeli Arabs, Israeli soldiers today do not use live bullets in confrontations with their own citizens.

So what will Israel do now?
Israel's attack is vastly different from its failed attack against Hezbollah in Lebanon during the summer of 2006.

The leaders then were two civilians, Prime Minister Ehud Olmert and Defense Minister Amir Peretz, who had minimal military experience, and an air force leader as chief of staff.

They raised the bar incrementally, sending ground troops in always a step behind Israel's needs, according to the inquiry commission that studied Israel's failings after the war. Today, alongside the same chastened and more experienced Olmert are war legends Ehud Barak, who is now the defense minister, and Gabi Ashkenazi, the chief of staff.

Their modus operandi is overwhelming force, applied at the right time in the right places. All the troops and tanks Israel needs for a ground invasion are already in place, yards from Gaza.

Moreover, Israel has much better intelligence than it had in southern Lebanon. Gaza is closer to home, in fact in some senses, it is home; and no doubt Fatah men in Gaza are helping Israel's own secret services identify the targets.

Israel says it is ready for a ground invasion, but that needn't be one sweeping attack. It could be quick forays and pullbacks. It could be an armored division demolishing one area at a time.

However, Hamas remains strong. It has up to 20,000 well-trained and well-armed fighters who have been preparing to repel an Israeli ground assault for a year. It still has plenty of anti-tank rockets, secret tunnels and booby-traps. The price could be high on both sides.

Israel’s end game?
But Israel's goals are not clear. Olmert said the aim is to restore a cease-fire on terms Israel considers favorable. Israel knows it can't destroy Hamas completely, or even its ability to fire rockets. But Israel does want to make the price so high that Hamas will not want to fire any more rockets.

The model is the Hezbollah leader Hassan Nasrallah, who after Israel's invasion of southern Lebanon -- after he kidnapped two Israeli soldiers -- said if he had known the reaction from Israel, he would have never kidnapped the soldiers. And in the Israeli parliament on Monday, Barak declared that this is a "war to the bitter end against Hamas."

Essentially, Israel wants to destroy as much as possible of Hamas military infrastructure, teach Hamas the same lesson, and reach a cease-fire that will last.

But Hamas still has an arsenal of weapons, including thousands of rockets, suicide bombers ready to attack, and the support of its people in Gaza. Israel will overwhelm Hamas, but could yet suffer some nasty surprises.

The only other way the fighting could end soon is the way it has in the past: An Israeli rocket hits a school or an apartment building, killing a hundred people. Then Israel will not be able to withstand international pressure to call off the attack.

I don't know why the international community is upset with Israel.  This would be like if Canada was controlled by al-quida and started firing rockets from Toronto that hit rye york, about 25 miles north of new york city.  Would the US wait for them to actually hit NYC before attacking, I don't think so, nor would there be an outcry from foreign countries...
I wonder why there was no protest from anyone of the missle launches into Israel.  I hope all christians stand up and speak out about the Killings and Violence against christains around the World. The only way to heaven is through our Saviour JESUS CHRIST, AMEN
Every adult Israeli should be armed and march along with the military and push the terrorist palastinians into the sea and retake the strip!

Israel has no end game and never had. Itzhak Rabin and Ariel Sharon both had a change of heart realizing that as long as you justify keeping land that is not your, the war will continue. Both wanted to return the land with Mr. Rabin assinated by one of his own people to make sure that it would not happen.  Starngely, Sharon had a stroke? Yea and I am Santa Claus. Both sides are crazy and do not really want peace. I want peace for both of the peoples, however before this spreads like a disease, I'd rather see them take each other out.  People are watching, listening and learning. People have had enough.

Where is a good alien when you need one to come down on a spaceship and tell both sides to make peace or be obliterated.
The real terrorist nation is Isreal.  They occupied these poor peoples country and now they are killing pointless amounts of life.  Isreal is the real terrorist state, not the other Muslim countries.
It's about time Israel did something to prevent further rocket attacks against their people. I'm not Israeli but I totally support them in their battle against terror. Freedom comes at a high price and the Israeli people has paid enough. God bless them in their endevers. If I was a young man I would be there to help because my heart going out to the Israeli people.
I'm 100% behind Israel on this one.  If Hamas doesn't want to be bombed, stop with the attacks on Israel.  If you don't want innocent people killed, don't provoke Israel.  When you start a war, innocent people get killed.  That's the nature of war.

Personally I think Israel should just take over Gaza, move all the Palestinians to the West Bank and support the Fatah Gov't there.  If Hamas and Fatah can't get along and work out their problem, send in Hillary.

The craziest thing I've ever seen in the Middle East is separating Gaza and the West Bank, with Israel in between.  Who was the genius who thought that would work?
Israel has always been almost anxious enough to show off their power. To remind their neighbors they have the power and aren't afraid to use it. At the same time some Arab nations will be happy without Hammas, but all Arab nations will be reminded how powerfully accurate and strong Israel is right now. This region can not stop the violence it has experience for the last century nor the ever growing conflicts it has seen for thousands of years. As with Iraq, you can not force 2 different groups to coexist when they have hated eachother for as long as history remembers. I fear this is only the beginning of what will become a deadlier conflict than this region is used to.

The Score; Israel 300+ Hamas 2, over 30 years living in captivity and Israel imposed blockade on the Gaza Strip, how dear they fight back what nerve Israel has a right to defend against these rockets with its American supplied F16s, tanks, drones and nukes if needed. Its always the same story with Israel.  They are like the skinny, feeble kid who always relied on his older brother for backup and did not hesitate to start a fight knowing he had that backup.  One of the main reasons no one does anything is because the United States supports them unconditionally.  Can we at least condemn their actions and stop acting as if we do not see what they are doing.  We are the biggest hypocrites in this matter.
Unfortunately, this is the barely way to teach a terrorist that send rockets to Israeli civilians only could damage themselves; otherwise if they want peace, they should offer peace.
Although violence at no means is justified when innocent people are injured and or killed but the majority of the blame should rest with the movements and goverment of the Palestinian people.  
For years the Palestinians have received millions of dollars in aid, majority coming from the West, many Arab countries and dare say even Israel itself. But instead of having a clear infrastructure to utilize this aid wisely, it was squandered, by the many individuals of the higher authorities and groups, either thru infighting, corruption, poor management and judgement, list goes on and on.
As such the people as a whole are suffering and this last couple of decades, to such a point where they needed to choose sides of the multiple factions and groups just to survive ie: Fatah, Hamas, Hezbollah, etc. etc.  These 'groups' and their governing factions promise what the people needed and wanted to hear: A promise for a better life and of course the old rhetorical statements to destruction of Israel and return of all Palestinians to a free Palestine.
All well and good at rallies and marches, but the questions which are really never answered....
When are these groups going to fight, not against Israel, but to fight corruption, infighting and use the forthcoming aid and assistance to rebuild carefully and wisely.

What a typcial American Jewish comment, always trying to justify everything Israel does, no matter how atrocious their acts are. If it was any other country, there would be cries of horror at what is going on in Gaza. Moreover, you are only trying to convince yourselves if you think any Arab or Muslim is "delighted" or "pleased" at any of the events that are taking place, even if they have their own political differences. Be sure that the entire Arab and Muslim world is outraged and saddened by the fact that civilian Palestinians are being targeted and KILLED.

The Pal. aren't settled thanks to the 60 year old non stop land grab. For the past 60 years for every one Jew that has been killed, Isreal kills at least 100 Pal... FACT.
Oh yes there will be an end to it. Israel going to wait for the new administration to see how they can convince them that the war was a necessity, and it cost them a lots of money. US will promise the israeli government few billions. Israel had its way, and the US just threw billions, and probably over 1000 palestinaians killed in the conflict. And if Hamas, whoever they are are gone for good. Israel will come with Hezbolah, they are in the north of us. No Palestinian state until hezbolah is also gone, so on and so on. It looks to me that all those terrorist, what they call terrorist are helping Israel to take that approach, and encourage the conflict to expand. And it wont surprise me that Israel have few terrorist on their own.
I can only hope that Israel shows little restraint and doesn't stop the offensive until Hamas and Gaza have been reduced to rubble. For the civilians of Gaza who voted for Hamas as their ruling party, I do not wish for you to suffer any further, but honestly this is the end of this game now. You are guilty by association and just as responsible for this mess.

International condemnation of Israel's actions are either politically motivated (Russia, China) or done to simmer the tensions of Pro-Palestinian elements within specific societies. But at the end of the day, those same governments that are speaking out with empty words (France, Germany, etc..) are just as happy to finally see Israel do what it should have done years ago. Crush Hamas and quell some of this radical Islam. Other countries are glad to see a mess get cleaned up without having to get their own hands dirty.

Anyone who backs Hamas in this fight is showing their true ideals. Jews and the Jewish state of Israel have just as much right to exist as any Arab in any Arab country. But when you continuously poke the bear, eventually it is going to rip your head off. And thats exactly what Israel is and should be doing. Just please don't stop this time until the job is finished. Turn Gaza into an ash tray - before radical Islam has a chance to do the same to Israel.
Destroy Hamas.  It's a terrorist organization which constantly launches missles into Israeli civlian populations.  
It seems so simple... if Hamas would stop firing rockets into Israel, Israel would have to stop bombing Gaza.

Another wonderful apologist for Israel's bestiality! it's only so long that these Arab 'allies' of Israel can keep the lid on their own people. Besides prospects in the immediate area of Israel, do you seriously believe this won't raise the temperature 'round the world agains BOTH Israel and the U.S. Until the U.S. (and its western lackeys) apply pressure equally on Israel and the Palestinians, the world will see no end to terrorism.

I am wondering if Israel wants us to keep fighting Iraq & Afghanistan to gain time for their plans for war. Our troops don't need to be fighting someone else's war. John McCain & Obama promised that they would FORGO meeting with the UN if Israel needed the USA to come to their aid. We have a war of our own here at home. Our Guardsman are coming home and killing their own people. This is not going to change even with the new president in office. This is the truth. Prayer is the only thing that will help, but as long as the governments have more free will than the people, all we can do is ask for mercy.

I'm so sick of the middle eastern fighting.  Why does the US believe it has to be Israel's protector?  They wouldn't be so bold if they didn't believe we'll bale them out of a tough spot.  Perhaps we should start treating them like any other foreign country instead of like our orphaned child.  At the end of the day they are going to have to get along with their neighbors or cease to exist.  I could care less which one, just get it over with.

Yes, lets wait for that! The shameless international community is sleeping right now, it will wake up when this will happen, and (even after that) it will not do anything substantial!
Obstacles to peace here:
1) Hamas has no moral constraints that I can see. It stations rocket launches in civilian areas, thus guaranteeing that reprisals will injure civilians. So, it sucks in Palestinians who want no part of this "war."
2) In spite of this, many Palestinians support Hamas. Why? What do they think this is going to achieve?
3) There is no one among Israel's enemies who can broker a peace and guarantee that its terms will be enforced. What a shame for all the innocents who are victims of this stupidity.
Oil rich, "westernized"  Arab nations condemn the
Israeli attacks in public, but jump with joy under their breath.  They do bleed just enough rockets into the inferno in an attempt to raise oil prices. It's all about power and greed, but that sounds bad politically so the Hamas blames it on religion and sovernity.

Most Arabs who want to work are far better off under an Israeli system.  Hamas just turn everything to dust and camel dung.  Those to lazy or stupid to work throw stones and launch rockets.  

The Hamas are a very small majority who want to impose their will.  Fine - Israel, who has been fairly reasonable, should obliterate Hamas for good.
What Israel wants seems obvious. Who would want rockets raining in on top of themselves arbitrarily? I know I would not!! How many Americans would? I say Israel needs to go after an "unconditional surrender" by Hamas. Enough is enough. The foolishness must stop. Hamas started this, if they can not stop then let go the way of sword.
If after the N'th time I pick a fight with my big brother and get my butt kicked again, should I keep complaining that he was bigger than me so the World should stop him or should I learn my lesson and stop picking fights? You would think the Palistenians would be smart enough to figure this out by now!
Why did the bombing begin at precisely the time it did? Did the Israelis have some intelligence that would indicate that action had to be taken to avert some major act of aggression against them in the immediate future?
I'm sick and tired of hearing the Arab nation scream out in horror because Israel decides to protect itself.  Where is the outcry over Hamas bombing Israel day after day - of course, you don't hear a thing.  It is time for Israel to stand and fight and obliterate their enemies that refuse to allow them to live in peace.  Perhaps if our Politician's keep their noses out of Israel's business and let them do what they need to do, the task will finally get done.
Finally some excellent analysis that gives Israel some credit and respect while staying objective. Unlike the typical pre packaged nonsense I've been reading at Time and ABC news for example, Martin Fletcher shows some real understanding of the situation rather than simply serving as another Hamas spokesperson who would never enter Gaza in a million years.

You live in anywhereville, on this earth of ours.
If a group started launching rockets into your city's
would you track them down and eliminate them? This is your town or city we are talking about now,not Israel or the gaza strip. This is anywhereville on the planet.So, who is to blame here,If you start an armed conflict with someone, then they start making war on you better than you can, does this make the defending town or country wrong? Or under international law,do they have the right to defend there own borders and the people of there towns and city's. Remember this is your town or city that an armed force has attacked, and is trying to kill you and your children. So who is really to blame? Is it you or the people who have attacked you? World opinion should be against the terrorist attackers not the people being attacked shouldn't it? The world has become a very twisted place, when all a group has to do is protest the bombing of terrorists attackers, when they have started this conflict to begin with. The muslims protest against Israel defending itself against terrorists who are born of muslim peoples. How sick
and twisted on there part. They should be lobbying there own muslim groups to stop the killing of any and all groups who aren't muslim. This is what there koran teaches, anyone who will not become muslim is to be put to death. How sick and twisted.    
Same Israeli rationalizations for killing 100 people per day, as in Lebanon.  These university students and refugee camp residents are not terrorists and Israel keeps doing the same warlike stupid behavior, decade after decade, expecting to somehow get different results....arrogance or stupidity...neither is an excuse for taking human life.
Israel has been no angel in their treatment of the Palestinians, but Hamas' insistence on continuing the random targeting of civilian targets in Israeli border towns and cities at the rate of over 100 missiles per day, left Israeli leaders little choice but retaliation. Now that it's happened, they should go in and eliminate Hamas from power in Gaza and hand control of that area over to President Abbas of Fatah, then work together toward a final two-state peace settlement. As long as Hamas retains the reins of power, peace will continue to be nothing more than a tenuous dream.
For every rocket that is fired from Gaza, just eliminate one block of Gaza.  The rockets will stop.
Considering the magnitutde of the attack,the ususal universal condemnation has been pretty muted as the article points out.Perhaps Hamas will get the message that they are as disliked by many of their own as the Israelis.Hopefully isolating them diplomatically as well as militarily will lead the Palesinians back into the more moderate Fatah camp.
It also serves to let Hezbollah know or fear that Israel has not forgotten the lassons of the last war.It will be much different the next time they provoke Israel.That is why there are no rockets coming from their Lebanese brothers.Just th ebraying of jackasses.
Well there is no easy way to say Hamas is getting its just desserts. The media has to get the facts straight. Israel has alway and is always more concerned for the women, children and providing humanitairian aide. They are also not stupid knowing that Hamas steals that aide for themselves not giving it to those wh need it. Also instilling fear of death or mutilation of those who oppose them. Fanatics should not be idealized or be made heroes. Stop showing just the same few shots of the kids wounded.The school was a Hamas strong hold for firing rockets at Israel. The Hamas cowards M.O. is to hide within the schools near hospitals and in urban centers, apartment buildings whereever they can use ordinary citizens as their shields in the name of Allah. Sorry, Allah didn't intend on innocents being sheilds of terroists. Yeah Israel has a real PR problem called CNN and the other news agencies that show only the side of Hamas and Terrorists and legitamize them. What about the side of the Israelies who live under daily attacks from Hamas? What about Gilad Shalit? It didn't take long for the world to condenm Israel, but what other country has given back so much for peace and quiet?
Until the Palestinians learn to respect and accept the boundaries set up by UN and to stop rocketing Israel, Israel has the right to retaliate and even kill Hamas leaders at any given day.
These wars have been taking place in this reigon since the days of the caninites. There are many factions of tribes involved, that many today do not wish to acknowldge nowadays.
But when I concider that it is not Isreal, but the other sides that train and teach 12 year olds to become sucide bombers of other children and peoples. I would say the living God will not be pleased with these that destroy thier own future usurping the innocense of thier youth. And the ones that do not in my option have a right to a statehood are those that exploite these children.

Israel is ruled by bunch of thugs, thieves and mass murderers. Everytime there are general elections in Israel, the ruling party resort to such blood letting against Arabs to prove to the Israeli voter that it is the party that is evil enough to be re-elected. Israel can not terrorise the Palestinians into submission. All the Palestinians want is their freedom from Israel's brutal occupation, be able to elect any one without getting punished for it, and be free to move, cross, and tarde as they want. Israel has tuned Gaza into the largest prison camp in the world. When will Israel learn that it can not rule others by force and will never win any war against people stuggling for their freedom. The Palestinians shall get their freedom as all nations historically that suffered under a foriegn occupation.
I find it extremely condescending that the Palestinians are treated as little children! Unlike children, the Palestinians SHOULD and MUST take responsibility for their actions! Launching rockets at Israeli civilians? Well, bad idea! Spending the money they got from the Europeans and the Americans (billions of dollars!)on terror instead on infrastructure? Well, guess what...BAD IDEA AGAIN! Also, it is no secret that Israel gives the Palestinians FREE electricity, gas, medications etc. What ingratitude!!!
The Palestinians should take responsibility for their actions if they ever want to be taken seriously as a nation and not as a bunch of unruly children!!!
Arab Countries should unite agaisnt israel restore palestine to its right ful claims, the israel the bible speaks of is gone, and its about time the arab world united against their main enemy.
I am a Nigerian and my opinion about the situation in Gaza now is that; Hamas is to be held responsible for all the casualties. They are a terror group and should be wiped out. The government and people of Israel must do and use everything they have to secure their land. To say that Israel's action is 'excessive' is not realistic. I wonder whar England will do if rockets are fired on their people by any terror group. Israel is fighting the war that the whole world should fight. I think people should rally round and support Israel to send a clear message to all terror groups that enough is enough!!
