Russia changes leadership; does it matter?

MOSCOW –  Russia inaugurated a new president today. And while there was never really any doubt or drama in the March presidential elections here – Dmitry Medvedev was assured of victory the moment Vladimir Putin announced him as his chosen successor – it is still a mystery what exactly this inauguration will mean for Russia.

Since the elections, Russian media and chat rooms have been trying to guess what the power balance will look like after Medvedev takes over the presidency and Putin becomes prime minister – which is expected as early as Thursday.

The question is: who will really be in charge? Can a "tandem-ocracy," with two leaders at the head, actually work – or will there be power struggles between the two? Media reports say Putin may have as many as 11 deputy prime ministers. The president is the stronger post on paper, but can Medvedev compete with the political capital that Putin enjoys?

Key to success – stability
For some Russians, it doesn’t really matter. Many people I spoke to had no idea when the inauguration is – which may be just the way the Kremlin wants it.

Masha Lipman, a Russia affairs expert at the Carnegie Moscow Center, said that Putin has established a "non-participation pact" with the Russian public. "People accepted it…as long as you deliver, we will not meddle in politics."

While Western media and governments may criticize what it perceives to be a rollback of democracy in Russia, many here simply want the stability, economic growth and newfound feeling of patriotic pride that Putin’s era brought to continue.

Enjoying a sunny day on Red Square this past weekend, retired teacher Irina Ivanova, 73, said she "hopes that the new president will be like Putin. The respect that he commands in the world…he’s beginning to lift this country up."

Part of Putin’s popularity here is due to the fact that he had such an easy act to follow – almost everyone I spoke to compared Putin’s era favorably to the chaos of Yeltsin’s.

"Putin is better than any president we’ve ever had," said Lina Fasulakis, a Moscow businesswoman. "Medvedev will be more of the same. He’s Putin’s chosen successor."

Younger generation – looking for more
But it looks like a simple comparison to the past may no longer be enough. While acknowledging Putin’s accomplishments, many feel the new president has to start delivering more concrete results. Sasha Zhukov, a 25 year-old engineer, said that the biggest problem is corruption.

"Putin hasn’t really done anything about it. We need more active reform," he said, waiting on line at McDonald’s outside the Kremlin walls.

These reforms include translating the petrorubles that Russia enjoys from high oil prices into actual improvements on the ground – better infrastructure, overhauling the healthcare system and figuring out a way to check inflation.

"All this money goes to the bureaucrats!" complained Yulya Ivanova, an industrial manager. "I love Russia, but I don’t love the Russian government. And Putin is …"

"Quiet!" Her mother, Larisa, cut her off. "If you say that about Putin, he’ll print it and then it’ll come back to hurt you!"

"We still have freedom of speech here, don’t we?" Yulya shot back.

I myself have never been to Russia but I read the article in time magazine when they named Putin man of the year. what I got from that article is that Putin has brought some pride to the Russian people, exspecialy there youth, which i think is a very good thing. I also came away with the notion that coruption is still repant and very much alive there.I have no idea what his philosophy is or his political plans for russia are. I only hope that what ever happens over there he continues to lift the people up.

This reply is directed to Daniel in Russia. I wish more of my so called "fellow countrymen" could take a better look at our own political system before judging others. You are very right, our own government says one thing and does another, the person who gets the popular majority vote doesn't necessarily get to be president, and I haven't heard of a single congressman yet who isn't rich and probably a lawyer too. Thanks for saying it like it is.
On Putin's watch, average wages and salaries in Russia have risen roughly ten-fold in US dollar terms. (To be exact, 9.28 times from end-1999, when Yeltsin abdicated, to end-2007). Although this fact may be largely attributed to local inflation coupled with price convergence, the figure remains staggering.
I wonder how would Americans compare it with the average paycheck rise they must have enjoyed under Dubya.

Medvedev could surprise everyone. It may take time, and it will be a blancing act vs. Putin, but he may be the man who rights Russia. He was part of the reform movement that dumped the communist party (he is the first president that, I think, has never been a member of the communist party) and has a background in the oil business. He will maintain Russian pride and move the economy Westward. As long as there is no blowup in Chechnya or other internal upheaval, Medvedev will eventually lead Russia toward greater freedom and less corruption. How he deals with oil for Europe may be an issue.
Medvedev should be a real improvement over the anti-democratic Putin! Now what he needs to do is push Putin out of the way and be the REAL President of Russia. And the people of Russia should DEMAND that the sale of their country's resources (oil and gas)
be used to improve the lives of the people and not be siphoned off by Putin and his cronies and other corrupt officials.
It's always interesting to watch these forums about international affairs, take a step back, try to decide who is lying that they are from (or have ever been to) the part of the world that is the discussion, then see how people are completely trashed by others because of their race, ethnic background, and what country they call home. then they are told that they will never understand other's cultures, that the U. S. bullies the rest of the world with their thoughts and ideas, but the person not understanding other's cultures is actually the one not taking the time to look past what they see on T.V., here on the news, or read in a paper, and actually truly understand the culture of the United Sates. The U.S. is not a bully in any means, but simply a country that has learned it's history lesson. for example, take Iraq, it is closely linked to Germany after WW1. when the central powers lost to the Allies, a new gov't was formed in Germany, it signed the Treaty of Versailles which blamed Germany solely for the First Great War. therefore Germany had to pay all war debts for the cost of the war. this led to inflation of the german currency. and of course, led inflation led to many other political and econmical problems. Germany was left all alone, even though they were promised to be helped by  the UK and other nations, and Hitler was their savlation. and so if the U.S. were to leave Iraq to defend themselves, another dictator would come to power, even if the world and Iraq do not know it, the U.S. is doing exactly what needs to be done. for all those who really, really "understand" American culture, there's a little insight. To my fellow Americans, remember that there is only one candidate who will stay in Iraq until we can truly leave them be, and i dont want to admit it being very democratic, but its the republican.
After the collaps of the USSR, Russia had to rebuild and even start thinking in a different way to reinvent what Russia is.  A society does not change over the course of 20 years, that is only one generation in human life span.  The people that were in power back in the 1970's, are still in power in various forms of the govenment of Russia.  For a complete change over to Democracy, would take nearly 100 years. Why?
The first 25 years the people are experimenting with the concept.
The second 25 years, the next generation has become educated and reforms have become common across society.
The third 25 years, a new leadership with newer ideas and goals has came about with the political leadership.  

How long, in the history of America's colonies did it take for the Americans to declare their Independence from England?  Jaymestown colony was founded in the 1620s...the revolution occurred in 1775.  During that time, old traditional ideas and beliefs became rooted in the new soil.  

From the time Lincoln proclaimed the "Emancipation Proclimation" in the 1860's...what was the time frame for Dr. Martin Luther King Jr and the end of segregation?  

Russia, culturally is still Russia with beliefs in Communism and Stalinism with an openess to democracy and principles of capitolism and a free-market economy.  

Where there is no vision, the people perish--even if the vision is narrowly focused.

There has been limited psychological change within the mind of the Russian people, at the level of leadership.  Internationally, it seems more democratic, at the local levels it is still communistic.   Someday the Russian sleeping bear will awake from its hibernation...as a bear is, it is a bear.

What's funny is all of you bicker about how Russia isn't free, all of the money goes to those in power, etc etc, take a look at most countries, even the US. Ten percent of the country owns 90% of the money. So it's so much worse when it's only two or three percent that own 90-95% of the money? The humanity! We're all being screwed. That's what governments do, and have always done. Communism is easily the best form of government, it's just that we have yet to see a Communist state that's above corruption.
If the Russians feel like their stable and are regaining their pride for what Putin has done, then good for them.
Putin has tried to undermine western countries, but then most leaders do. How long do you think it took for espionage to develop after diplomacy?
Keep an eye on the others, just don't look away from your own duties for too long.
God, I have read this bashing of Russia and it made me sick. I've lived in the USA for many years and I have not seen so called freedom here. America is a police state. Russia has more freedom than America ever had. Americans as a whole are ignorant and narrow-minded people who have this wrong idea to turn the world into one McDonald's. Like any empires the American empire will fall too. You've got about 40 years. Clock is tiking.
Russia's leadership are very astute on world events, economy, and distribution of resources.  Remember that the satilite states under Russian Rule were stripped of all natural resources.  (My Brother-in-law is a Polish immigrant and family have been to see the mine pits).  Russia has it's eye on oil, mineral and other resources just as the United States does.  
  The new cold war is the development of energy reserves, and new technology reserves.

The comments are truly amazing. Ignorant Americans calling Russia a communist state (hmm...do they really know what a communism is?), fascist-sounding Dutch idiot, and bitter and resentful Russians rushing to defend their country and beloved dictator/president. Just very few balanced thoughts here from people with some degree of understanding. Folks, do not just put your emotions here, take them to the toilet if you wish. Say nothing if you got nothing to say.

Much ado about a worthless country! How often do you read about Russia helping other countries who have just been visited by a natural calamity? Anyone leading this accursed aggrupation of multiple Rasputins (including the one who's leaving - ugly Ras-Putin) should only be watched out for sanity checking only! This country should have been pulverized a long time ago!
Nobody has a true sense of history or the time it takes to develop what we take for granted today.  How democratic was the wild west, the South to African Americans just 50 years ago?  We've been at it for over 200 years as a country and over 300 years if you recognize our founders laid the ground work by coming to these shores for freedom of religion.

Asia is a great trading partner and as a cheap labor source has greatly elevated the american life style.  I love my flat screens, PS3 and quality clothes I can pick up for a pittance of my labor.  I don't forget that this is thanks to military bases we established in the 40's Japan, 50's Korea and 60's in Vietnam.  Do you really think Asia today would be such a US asset if it wasn't for 60 years of boots on the ground?  

I hope 60 years from now as the middle east bases lead to bases in Africa that somebody recognizes even in bad decisions can the hand of god do his work.  He will harden hearts until stubborn minds lead all of his people to the land of milk and honey.  (Ok, pure cheese for the ending but if you think about it all adds up).
I can tell you why Igor is in America. He has an education, he is probably hihgly competitive in the job market of America, he endeed shares and supports American values. At the same time he has pragmatic view on the world and he can see how much American influence and prestige are dimished, due to incompetence of the government's domestic and international policies. So, as a good specialists, he will enjoy a good life in this country as well as great vacations in Russia and Europe, and people born in the US will serve him in restaurants and shopping malls. I'm talking about those people who write 3rd-grader strong comments about commies, true democracy and so on.
Just in case, sorry for my English; critics, try to express your thought in Russian, please. You actually will have to learn it when you will stay in line to buy "petroroubles" instead of your de-valued dollars.

We have in america a 2 party system that is basically bunk. Electors vote for whomever they want. Kingmakers pick thier candidates and neither party represents the best interest of the american public.

Before you attack the russian people look inward upon yourselves. I have talked to many russains and they are good people just as most americans are at heart. Face it, what government in the world isnt corrupt....please someone name one and dispute me....lol
As an American living in Central Russia at the moment, I agree with the general thought that people have limited freedom of speech.  Truth is Russians are a strange paradox.  They love and hate each other, and they are never happy with anything.  No one know yesterday that the new president was taking office, and no one seemed to care.  Corruption is so wide spread and so deep that everyone is afraid to fix it, even the president.  Perhaps the new president will be just a pupet for Putin, but then again no one ever asked who is pulling Putin's strings...
Actually I'm wondering what Putlin has up his sleve since he is from the old bloc. Sorta think he wants to be another hugo chavaz or the guy that runs Iran. But politics over here is just about no different. Even tho both dems are about equal in votes, the super deligates decide who will run dispict the will of the majority and are pushing Obama who is full of wind.
Wow, I wish people that don't know what they are talking about would just stay out of it. It simply warms your hearts to hear that there is no "freedom in Russia". And you know why? Because 'Russia=enemy' has been imbedded into you since infancy (talk about brainwash)...Jeez, worry about your own country -at least Russia doesn't have The Patriot Act, doesn't have the world's biggest prison population per capita (the disproportionate amount of whom are black), doesn't have warmonging out-of-control politicians that  pick wars throughout the world, and a "democratic" voting system where the voters DON'T EVEN ELECT THEIR PRESIDENT.

Russia is no better or no worse than the United States of America. America enslaves its people with propaganda and Russia does it via fear of the government. Putin has done more good for Russia than the current President of America has done. Americans do not understand anything that is not "American". Being from Canada this is seen as they slowly buy out our country as well. Congratulations for Russia!
As American who has visited Russia and have friends in Russia there lives are better.  Russia is improving.  A girl I know in Moscow who had no food 7 years ago just bought a car.  At least Russia's natural resources are going to govt who used money to pay all their debts, not to billionaires who own private oil companies.  Russia is debt free and we in USA beg China, Russia and Saudi to give us loans.  Us Americans will be third world country in 25 more years and our poor "Young Debt Generataion" will envy the Russian "Young Debt-Free Generation" of future.

Mikhail... that all sounds like a very nice fairy tale; perhaps you need to familiarize yourself with the latest economic data; I recommend starting in the 1980's...  I lived in the Eastern Bloc in the 1980's and I can say for sure that the standard of living in the US is by far better (and why are you here in NYC???? If Russia is so much better).  

As far as credit score versus KGB, I don't know anyone that has been sent to the Gulag or tortured because they had some late payments...  you can always hang up on the debt collector or tell him to "f--k off", I doubt you can do that to a KGB/Cheka agent or whatever the agency is called these days.  In the US it's very easy to start a business and avoid the credit score system if you have half a brain (hint: don't take on debts...), it's not easy to avoid the state police when a crazed dictator comes to power.

Russia's been lucky that they have had Yeltsin and Putin so far, but what's to stop another Stalin from coming into power eventually; Putin was lucky that there was rising energy prices the last decade. What will happen if natural gas and petroleum prices descend once again? Governing when everyone is making money is easy, but what will the Russian gov't do when times are tough again?  You can't get rid of the business cycle, just like you can't stop the seasons.

Putin is Stalin in Brioni.  His guy pal is just his alter ego.  You don't get to be head of the KGB through a correspondence course and manners training.
When Putin enters a room you don't smell his cologne or hear his voice...you smell sulpher and hear flies buzzing.  He is Beelzebub.
Its a bit ironic that Russians consider what they have under Putin to be "Freedom". They must realize that they are still being ruled by an iron hand. Its just that this iron hand offers a few rubles rather than the crushing blow of a hammer.

The world, the world and their views, their hate for Americans, while you all criticize America, your doing the same thing you say we do. We may not know Russia's current state, but what we see is how we determine our views. The fact is, America is one of mankind's most successful civilizations, yes i am an American, perhaps one of the most hated people in the world, because of where i was born? Its sad. I believe that as long as humans exist they will never know what they want. The U.S. stays out of the worlds business; we get criticized, we get involved, we get criticized, there is no making anyone happy. Because we are this great power we were made into this world counselor.  Yes we may be controlled by the media and money, but what does it matter, we are free to do as we please, we can live a  long prosperous life, be happy, and not persecuted. We try to provide this for other countries also, and are subject to the hatred and demise. The middle east has been killing each other for  thousands of years,but they are not hated for it. Yet the U.S. tries to provide for all and is hated.
Yes cultures are different and the world is immensely diverse, many Americans understand this, many do not. Don't treat us all the same, don't hate a country because of their views. You have your views, We have ours.
Once a man said let their be world peace, everyone disappeared and there was only that man in the world, unless we change and become united as humans we will destroy ourselves. We are all the same, we all come from the same womb. As humans we are all made from the same elements.
I normally do not comment on articles such as this and will not comment now.
What I will comment on is the spelling and grammar of the replies. It's ridiculous.
If you can't spell, take time to look it up. I'm talking to the Americans. You make our country look like a bunch of illiterates.
All governments are corrupt. Greed is the prime global motivator. War is a necessary part of the human condition. Cops and crooks are the same people. Racism is a genetic reflex.

Filter everything you read and hear through these fundamental truths, and the world's pattern will become clear.
You know nothing about Russia don't you?

You don't know that 90% of Russians don't live in debt. You don't know that 85% of Russians don't pay mortgage. You don't know that 75% of Russians buy their cars and pay cash 100% up front. Cash, not cheques. You don't know that 98% of Russians don't order pizza delivery, don't watch Raptors or Bulls of whatever, and of course 100% of them don't play baseball. Their whole life is different.

Few Americans who traveled few times to Russia and stayed in 4-5* hotels and were accompanied by interpreters and drivers all their trip. Did they see real Russia - I doubt it.
Just enjoy your Raptors, drink your burbon on the rocks, pay taxes to continue the intervention of Irak and don't try to criticize what you don't understand.

My parents came from Ukraine so I have studied the history of that part of the world.  Russia has always been an autocratic nation, with only a brief period under Yeltsin.  Putin could have restored order without going to the extremes he has and still believed in the people to learn to control their own destiny.  Yet, they still prefer autocratic rule as they don't know much different.
Yes, there is no democracy in Russia. The winning candidates are chosen and agreed upon beforehand by the party leaders, just like in Communist times, leaving the actual elect election a fraud.

Oh wait, I'm not talking about Russia. I'm talking about the Democratic Party and its super-delegate system.

We always turn a blind eye to what we don't want to see and see more of what we want to see than is actually there.
