Face-to-face with a Taliban commander

ISLAMABAD, Pakistan – Taliban cleric Faqir Mohammed is tall, thin, very serious and very religious. His eyes are hard and he speaks slowly. He never smiles.

And when you hear what he has to say, you won’t be smiling either.

"If we get hold of nuclear weapons – which we hope to get very soon – then we will safeguard them until Allah Almighty guides us when and against whom to use them," he told NBC News in an interview at his mountain hideout.

These days, the 38-year-old cleric prefers to be called "Commander Faqir." He thinks it befits his new role as deputy leader of the Tehrik-i-Taliban Pakistan (TTP), the umbrella organization that was formed last December to try and unite Pakistani militants.

Faqir is considered by many to be equal in importance, if not even more important, than Baitullah Mehsud, the top Taliban commander in Pakistan, who has been linked to the assassination of former prime minister Benazir Bhutto last December.

Remote mountain top meeting
Maulvi Omar is Faqir's spokesman and a seasoned Taliban fighter who goes by several names. He is now in charge of the Taliban's media machine. Omar arranged for NBC News’ Mushtaq Yusufzai to meet Faqir to discuss the ongoing attempts between the Pakistani government and the local Taliban militants to negotiate a peace deal. The newly elected democratic government in Islamabad is trying to kick start those negotiations  by offering separate peace deals to different tribes and factions in hopes of bringing an end to hostilities in the tribal areas.

Yusufzai met Omar, in Khar, the capital of Bajaur, one of Pakistan’s seven semi-autonomous tribal regions along the Pakistan-Afghanistan border. From there, he was escorted by armed men in two white Toyota pick-up trucks to Faqir’s mountain stronghold, less than two miles from the Afghanistan border.

They travelled for half an hour through wheat fields, high mountains and deep ravines, passing several check posts controlled by Faqir’s fighters armed with AK-47 rifles, heavy machine guns and rocket propelled grenades. They seldom travel the same way more than once. In fact, some of Faqir’s men operate as scouts who regularly explore new routes so as to avoid capture and detection by the U.S. and NATO forces.

"When I entered his house-like hideout, I saw Commander Faqir, his AK-47 in his hand, sitting with dozens of armed bodyguards," said Yusufzai. "He greeted me warmly and thanked me for risking my life to come and talk with him."

Yusufzai described the surreal setting of the rendezvous, "As we sat down to eat traditional chicken kerai, dried fruits and green tea, U.S. and Afghan forces engaged with a couple hundred of Faqir’s fighters right on the border. American gunship helicopters crossed over into Pakistan and hovered right above the mountain where we were sitting." 

"I was scared," said Yusufzai. "I was sure that the U.S. forces knew Faqir was in the area and were looking for him. They had missed him twice before."

Faqir must have thought so too – they quickly left the house and walked further up the mountains to a cave-like fortress where he said he seeks shelter from U.S. spy planes.

Faqir explained how he and his men avoid detection. He said never carries a cell phone and never uses the Internet or any other form of modern communication. And he demands his men do the same. "Most of the top al-Qaida fighters have remained safe because they do not use any electronic devices," he said.

"All messages are conveyed through trusted couriers and the letters are immediately burned with a lighter that every fighter keeps in his pocket," said Faqir.

Close ties to top al-Qaida leadership 
Faqir claims to have close links to al-Qaida’s number two, Ayman al-Zawahiri. 

It was Faqir who organized a January 2006 dinner party for al-Zawahiri at Damadola in the Bajaur district. Al-Zawahiri never showed up, but U.S. predator drones did – firing missiles which killed at least 17 people, six of those alleged to have been al-Zawahiri’s lieutenants.  

Ten months later, in October, the Pakistani government was ready to sign a peace deal with Faqir and his militants. Yusufzai was in Bajaur to cover the negotiations for NBC News when U.S. predator missiles destroyed the madrassa (religious school) run by Faqir. But again the drones missed their man. Eyewitnesses claim that at least 80 people were killed – mostly students returning to school after a Muslim holiday. The proposed peace agreement was dead too. 

Women, too, want to lay down their lives
Faqir said that the attack by the U.S. was unwarranted and only served to help his recruitment efforts. "Americans attack us in our homes on suspicion, not on solid information," said Faqir. "I ask you – was Osama, al-Zawahiri or Mullah Omar ever present in any house where they attacked? It is the innocent people who are being killed," he said.

Faqir believes all Muslims should unite to free Afghanistan from U.S. and NATO forces. And on both sides of the Pakistan-Afghanistan border there are thousands of young men who agree with him.

"Our people have resorted to suicide attacks because of the atrocities the U.S. and allied forces have committed against us Pashtuns," Faqir insisted. "We have many requests from our men to offer this ultimate sacrifice and now even our women want to die for this sacred cause," he said. "One woman, who lost her entire family to American bombs, threatened to hold me accountable on judgment day if I didn’t give her the chance to sacrifice herself."

Not tossing out friends – al-Qaida
The Bajaur tribal area is across the mountains from Kunar Province in Afghanistan, where U.S. troops are engaged in fighting al-Qaida and the Taliban. Faqir holds sway here. He hands down a harsh Taliban form of justice through tribal and religious courts and has forced the local population to comply. His men have successfully pushed the Frontier Corps, Pakistan's paramilitary force in the tribal areas, to abandon their check posts throughout Bajaur and retreat back to the barracks in the main city of Khar. Faqir has made Bajaur a state within the Pakistani state.

 "The Pakistani security forces imposed this war on us," Faqir told Yusufzai in the interview. "We never wished to fight the Pakistani army and still want to have peace with them. We are ready to negotiate with the new government in Islamabad," he said.

But those negotiations will be conditional on laying down arms and expelling foreign fighters from the tribal territories – and that means getting rid of al-Qaida. For Faqir that is a deal-breaker. The talks are stalled.

 "The Pashtuns cannot allow anyone to dishonor or humiliate their guests," Faqir insisted. "These are very difficult times for us and we consider anyone who takes up arms against U.S. forces to be our guest and we will protect them."

A tribal code of honor
All the Pashtun tribes of Pakistan and Afghanistan abide by their own 5,000-year-old tribal code of honor called "Pashtunwali." Pashtunwali also means hospitality – to turn away a guest, regardless of his past, would bring dishonor and shame.

 "If I could host Osama bin Laden, Ayman al-Zawahiri and Mullah Omar, it would be the happiest day of my life," Faqir said.

At the same time, the Pakistani government is counting on Pashtunwali to separate militants like Faqir from their tribes. They hope tribal discipline, the ultimate allegiance to one’s tribe and tribal elders – even over a radical religious ideology – may eventually isolate the extremists and allow peace negotiations to succeed.

And as for those nukes – Pakistan's generals aren't too concerned over Faqir's bluster. They say the nukes are locked up and in control of the army. The warheads are kept separate from their detonation components making it impossible to seize a complete nuclear weapon.  And they say there are only a few trusted generals who know the key to the elaborate system of command and control. Even the Bush administration is on record saying it believes that Pakistan's nukes are in safe hands-for now.

To the commentor from Dallas, I want to say that I find your idea of nuking Pakistan despicable. Besides basic issues of morality, Pakistan circa 2008 is much different than Japan 1945. Which gets to my point that (far too) many people like this person from Texas are grossly simplistic when it comes to analysing world events. They act as if nothing happened prior to 9-11. As if America were some unblemished titan. But if you actually knew history, rather than guided by the fairy-tales your Texas history books "taught" you, then you might understand just how far off the mark you are. Sure, I can hear you and your ilk twanging now: "you're un-American, a traitor, and side with the terrorists". Sorry disciples of Rush, but that's stupid, insulting and not the case. I just know that the world is a little more complicated than all that, and needs to be viewed more objectively. It's not a black and white world, and in order to solve the great problems presenting the world and our country, we need a "world" view, not a xenephobic and barbaric view. Whether that be Pashtuni or Texan. And I bet you say you're a Christian.
Throughout recent history we have supported the leaders of these countries with money and weapons in order that our "leaders" and their friends can make more, and more money, at the cost of our country's future. When will we realize that we are over there because of OIL, the Bush family financials future (smothered under hundreds of corporate associations), and a silent bunch of folks that are making $BBBBillons at the cost of our brave military? And the cost of millions of these citizens in their own countries should not be ignored. No wonder they can generate abhorrence at the level we see going on over there. We are not drawing on 5,000 years of culture, they are!! Let them live in a world they want to live in, and they will leave us alone in ours!!
After 9/11, the U.S. Special Forces, etc and the Afgan's Northern Liberation Army quickly kicked out the Taliban.  We had the opportunity to build up the country and quickly train a well equipped national army and set up a MAG team (military adveriser Group)
and with the building up of their intrastructors, roads, etc and factories from the international community we could have made Afganistan a real window of opportunities for that region of the world. But no, old Bush had to derail the who process and go into Iraq and spend a trillion dollars there for no good cause. Now, we have to do Afganistan all over again and it might not work this time around.

Whatever value Islam may hold for mankind is continually perverted by worthless scum & trash such as these so called leaders of the Taliban & al-Qaida who do nothing but bring destruction & degradation on the Arab world & Islam. Bombs may hold them in check but this "war" can only be won when those people are thrown out of power by the countries & citizens & clerics who are truly the most offended majority in the world. WHY? Why do people forget what it felt like to be attacked by terrorists?  I think some people are confused with the war in Iraq, and the war in Afghanistan... For those who don't know they are two different countries!  Plus it isn't a war against Afghanistan it is agaisnt crazy terrorists who have no regard for life defferent then their own.  I will not be so nieve to think that if we leave the middle east that all our problems with the taliban, and al-Qaida will suddenly just dissapear.  For those of you who think that way just a quick question for you... Where were our troops on the day of September 11, 2001?  Not fighting in Afghanistan.  These cultures have been brought up for centuries to hate Americans.  Yet, you all think that leaving Afghanistan will stop all these people from wanting to kill innocent people around the world.  Open your eyes!  When you walk around with your eyes closed you are eventually going to trip and fall no matter what.  These terrorist groups are not going to just give up or forget they hate us.  I am for a safer world, and anyone who threatens that with terror to any country not just the U.S. should be dealt with.  So go ahead close your eyes people.  It will all happen again.  Sad that you all seem to have forgotten the threat posed by these radical groups.

I am glad most of the planes hit New York because from the sounds of it you are all stupid.  Irag is one country that is better off, look at all the schools that are now open.  Ask the women in Irag if they would go back to the way it was.  There are over a million cell phone accounts in Irag, the country is improving, you just have to look outside the box.  The liberal media won't show you, but life is better in Irag.  Other countries that are better off since we were there; Japan, Germany, Poland, Italy, Countries in Africa. Just open your eyes people.  If you New Yorkers can't see it, I guess its just a shame a few more of you weren't in the towers.
Who can be surprised a good deal of the developing world hates us? We kill innocent people from afar, and have little to do with reconstruction and assistance. Our so-called 'war on terror' is seen for what it is - an attempt for regional hegemony! Maybe we can cajole and bludgeon governments into submission, but the peoples of the region are much more savvy. We need some new leadership to start a new conversation and stop sending our children and other their children to premature deaths. Hopefully one day the American people will realize that their government has totally deceived them and will hold them accountable.

Germany, Japan, Italy.  We gave them our support and they rebuilt themselves into great countries.  We are giving Iraq and Afghanistan this same opportunity.. but they seem more interested in blowing each other up.

I'm also amused by the naive thinking that we should allow these terrorists absolute safety hiding amongst "non-combatants."  I was able to answer your "question".. here's your chance to answer mine.  What country has EVER allowed an enemy to attack with impunity from behind the skirts of it's women?

And here's the real kicker on that.. we took FAR less care to avoid civilian casualties during WW2.  But when was the last time you heard any liberal weenie claim that we were the bad guys in that war?
Someone in this blog made the challenge to name a country where the Americans have intervened and is now better for the experience.  Okay, how about Japan? Rampant Liberalism and political correctness in America today have severely hampered America's ability to overcome fanaticism worldwide.  There is a basic fact that all these Liberals overlook.  Man is an animal, and until someone changes that, the fact of the matter is:  Only the strongest survive.  As evolved humans, we should be above that, but, we are not.  Save yourself a lot of stress and accept this fact.  You will live a better life for it.
Hey Raymond, aka muhammed, have you ever read about the countries of europe? namely Italy and Germany which we defeated in WW2. Perhaps a small island of Japan is beyond your scope of understanding also. Do you actually claim to be familiar with history and hope to make such ignorant statements or is it just your ability to hate this country blindly? I might mention we rebuilt those countries and others into economic powerhouses after we defeated their RADICAL governments. You might concider that the Taliban mentioned that they will use nuclear devices when their radical religious leaders say it is time. (Quick note for those rediculously devoid of historical knowledge, they or their ilk brought down the world trade towers and will nuke NY again if they have the chance.)
Perhapsw you should evaluate a move to Pashtun for a bit of Pashtunwali as they Nuke your beloved New York, or is it really a rock house somewhere in tribal Pakistan I wonder? Yeah, as unfortunate and callous as it may sound I have to agree that the only thing dirt bags like Mr Faqir understand are bombs and death. So we might as well send big ones over there to eradicate him and all of his hate mongers. Oh I know America the baby killers and all that, but if the baby killing were to start in Ohio or Nebraska or Kansas by the Taliban or Bin Laden's boys, perhaps those who mourn for the Moslem children now would think twice about how their tears were directed. Its funny how much people complain about big, bad America and how we "manipulate" and "control" the world...truth be told there has never been a superpower with as much force and capability that we have that has demonstrated restraint.  look at Napoleon, the Roman Empire, Japan during WW2, Nazi Germany...Go even farther and look at the ancient world and all the bloodshed that occurred...

We have nukes and we don't use them...They don't have nukes, but have no qualms about destroying millions if they get the chance.  but we miss a few times or have a few jackasses that don't know how to act responsibly and we get labeled as the barbarians...
Come on people, don't you think it's time we quit trying to be their friends, and when we look the other way, they stab us in the back, or put vests on women and then detonate them?  Did we ask them to fly those planes on that Sept. morning?  Do you think it's too late for this country?  After all, didn't we let many in the back door in the name of "peace".  We had better wake up, and soon, before it's too late, or we will face something much worse than 9/ll.  Lord, be with us.

I am not Muslim but admire their hijacked religion. I am also compelled to say that I, as an American citizen, know that we have problem with capitalism...just look at all our issues. But to insinuate that they would use a WMD is reprehensible and only speaks of the lengths they would use to spread their religo fascist ideology. What they want is to revert to a theocracy, run by them, with an archaic Sharia belief system that hasn't changed with time. Sharia isn't even in the Holy Koran... this is just another example of human beings using whatever to justify their actions. Stop hiding behind a beautiful religion and infecting minds. Americans have helped them fight other invaders... I guess no good deed goes unpunished.
People are the same everywhere- but it is important not to read into more than what is written or spoken. When you are a true killer, you do not have the privelege of concealing your intentions- they are visible if your prey knows how to watch for the signs.  Be sure to know that a nuclear attack is coming- can the governments of the world protect their people, or more the question, do they want to?

The problem is that to wage a war the way we did in the 1940's would require the entire country to shift gears: factories retooled for war-production, large changes in economic policy to support such an effort, and the possible institution of a military draft (which would be political suicide in modern politics).

Indiscriminate bombing (i.e. carpet bombing) doesn't really achieve any military objective.  Even during WWII, the carpet bombing of Dresden achieved almost nothing militarily.  The Army Air Corps (later renamed the Air Force) realized this and soon after resolved to stop the practice and concentrate on Germany's industrial capacity; correctly realizing that no matter how many soldiers the enemy had, without the necessary supplies, their army would grind to a halt.  We have to shift our focus from killing the teenagers and guys in their 20's; no matter how many you take out, there will be 2 more to replace them.  We have to going after the root of their supply networks, wherever they may be.  That's the real problem.  The supplies (both in men and material) are coming from outside the current theater's of operation...

Least the "Tali-cowards" forget they were the ones that started this war by murdering 5,000 plus innocent U.S. citizens that included non-military personnel, women and children. What kind of God would sanction cowardly acts like this? Besides that the governments of Iraq, Afganistan, and Pakistan have killed more of their own citizens than the U.S. has! I would also be very, very careful about the use of nuclear weapons even just tactical nuclear weapons.  This would also impact their own people, eventually. In addition, I have a question to ask the Taliban and that is; Are you really sure you want to get into a nuclear exchange with the U.S.? Ask Japan; it might not be a good idea! If your religious goal is to go to fight in a holy war and go to heaven to be with Allah then there are many, many Americans that would gladly help as many Taliban to be with Allah as possible! You are cowards! You are religious fanatics! And if you escalate the current war by using nuclear weapons then there are many Americans that feel you should taste the nuclear arsonal that the U.S. is capable of raining down on you! Finally, I consider anyone who supports the Taliban as the lowest form of life in the food chain! To hell with all of you!!!

Yeah, we screwed up winning the trust of the people(I don't know if it would have worked anyway, though) by not respecting their beliefs and just bombing them, which has united more people against U. S. If we can't get better intelligence on them, I guess we'll have to resort to nukes.  Americans want revenge, but at the same time, we don't want to be involved in a super-long war!
What a shame that those who condem the US for its military presence in the world do not recognize the importance of that presence.  If we pull back, the radical Muslims take over and begin the destruction of all civilized mankind.  Unfortunately, the US has forgotten the lessons of history: there can be no limited warfare.  The sad truth is that history has proven that a thorough butt-kicking is the only thing that radicals will bow down to.  Yes, it means killing innocent people too, but after all, that is the true deterant that brings about surrender.  Remember, we did not attack them first.  Wake up people.

Germany, Japan, South Korea, Puerto Rico, Kuwait,France,Belgium, Holland, Italy, Austria, most of Europe and the South Pacific.  Please take a look at history before you make comments like that.  All of these countries have all been involved with the military in someone dating back to the Spanish American War.  Let alone our presence in the Western Hemisphere eventually ended imperialism by European powers.  Each major power has made mistakes but all in all the U.S. has been a benefit to World Peace.    
If all the people in that region were working half as hard as I am, right now, they would be too tired to jihad. And by work I mean decent wages and living conditions. They need jobs and a future (HOPE) ...

We got into a mess when we got involved with Arab oil back in the fifties, training the Iraq and Iran government to beat down their people, we supported the British in their control of Egypt and Palistine. We attacked Algeria and Lebonon with war ships that wiped out whole villiages.....looks like if we started the fight we better end it right !!!!!!!!!!!
  What I always say is, do your homework, then try to make intelligent assessments based on reality. What is the history of the Europeans/Russians in that part of the world? Have we meant those people well? Did we try and take their resources by force? Why were the British/French/Russians in the Middle East, and Central Asia, in the first place many years ago? Do you know that the Euros created many of the "countries" in the Mid East, arbitrarily creating nation states such as Iraq, which had  been tribally oriented for many thousands of years? And, the same in Africa...many of the countries there were created by Europeans, and not with the best interests of the African people in mind.
 Many Americans, unfortunately, talk/think in simplistic slogans, rather than doing the hard work or reading and studying to see what's really going on around the world. America has long supported and created very nasty dictatorships all over the world, mostly in the service of American business interests...again, this is all historical fact, and you can read many books on the subject. I am not a fan of the Taliban, and I do not wish to live under Islamic law...nor am I looking forward to seeing a nuke go off in America. But, there are legitimate reasons why so many people around the world are not too fond of America, and it starts with the way we have treated them for many years...in other words, our so called foreign policy. And, if that doesn't change, and it sure doesn't look like it's going to anytime soon, we are indeed in great danger...Namkcits

When will people realize that you cannot reason with these animals.  They only respect others who will stand and fight.  They do not respect that other civilizations wish to live and let live, we must step up and crush them or we will never live in peace again.
It looks to me like this "war" is doing exactly as it is intended, that is to waste our resource chasing spooks and boogie men. Meanwhile our nation slips into the same third world nation status as those that we fight. It is funny to see our county roads begin to resemble Afghan mountain passes. No worries though, like we will be able to afford fuel to drive on them.:) Good times.    
I have to agree with what Paul and Dan are saying, and want to add, the US must pull out all stops over the next year and do everything possible to eliminate these terrorists and drive their supporters to a new way of living. We can repair world opinion on the US next year.
Japan, SaudiArabia, Dubai and others
must really contribute finacially to our fight and get some of the pressure off the US treasury. If the internation community that owes us more than money for the fighting we have already done
would contribute a fund, lets say to pay all the Afghan farmers a years wages so they don't grow drugs this would weaken terrorists like this substantialy.
