A vote of ‘Si' or ‘No’ in Venezuela

CARACAS, Venezuela – Sunday could be a turning point for this country's future. Venezuela’s 16 million voters will decide if they want to change their constitution in a major referendum.

Among the 69 proposed changes to the country’s 1999 constitution is one critical issue: can presidential term limits be eliminated? If so, President Hugo Chavez could be re-elected president every seven years for the rest of his life.

Some here, and some in the U.S. State Department, fear that type of power could effectively give Chavez not only the "president for life" title, but it could allow him to establish a totalitarian rule similar to what Fidel Castro and his brother have done in Cuba.

The president’s supporters say they want Chavez to remain because he has done what no other leader here ever has attempted – shared the oil wealth with the poorest people.

But the method of the referendum and the ballot itself is not what you would expect in the United States.

The reforms are grouped into two blocks. Voters choose "yes" to all of the reforms or "no" to them in one block.

The actual ballots do not have any explanation of what exactly people are voting for or against.

In a U.S. election, the language on a ballot is written out -- and while the language is often confusing because it's crafted by lawyers, it is there for voters to read, re-read, and re-read again.

Also, in the United States, you can vote on each amendment.  

Here it is more about aligning with movements rather than the details of the specific reforms.

The two sides here are Red or Blue. Red is pro-change. Blue says "no to the reform."

Perhaps it is a politically astute move, or maybe just happen-stance, but the presidential term limits issue is in the same block as a change in the work day – from eight hours to six hours a day for the same pay. Some of the other reforms include creating forms of communal property and increasing social security benefits for the poor.

In the end, those social reforms might be what will push through the referendum.

Class division
One factor you can't help but notice: the Blue party backers are mostly of European descent while the Red party is dominated by those with indigenous blood lines.

They also are separated by wealth.

The Blue party supporters have long held the wealth here. The Red party is mostly comprised of those who have endured generations of poverty.

The polls open Sunday morning.

It's expected the tally will be announced sometime late Sunday.

Will violence follow?

Both the Red and the Blue parties are not predicting violence, but everyone says they're prepared.

I flee my country 18 years agoe this country was so corrupted that I didn't have not choice but to live my country to search for better future in other country. Int'l sources are saying thaat this guy is spending the oil revenue in the people something that in the pass you only would dream as a venezuelan from the barrio I really appreciated what he's doing for my people. this guy look to me like a real leader yeat acting like a third world kind of person but you never judge a book by his cover. I'm not from over here neither from over there because of the time that I already spend in this country so I appreciate the opinion of those that only speak because they want to let run their emotion but the fact is that you have to be in this people shoes to understand their situation so que viva el Si oh by the way my wife goes with the blue that may be because of her descendant from Europe.  
People like "Elijah" above are complete morons.  There is about as much similarity between the US an Chavez's little domain as there is between a mouse and an elephant.  We need to use whatever means we can in our country to get to those who would destroy American lives and prosecute them.  "Elijah" may not like that concept, but for the rest of us it appears a rational proposition the stop the murdering Muslim savages from killing more innocent people.
I don't see much difference between Hugo Chavez and the big companies and the supreme court who flouted the law to keep "Judge" W. Bush as the president. Chavez is using the oil money to please the poor and the illeterates. Similarly, we have FOX news who agrees and supports every misdeed by "Judge" Bush the president. Tyrany comes in many ways. Many reporters who simply said the negative things about "Judge Bush was permanently silenced. "Presidents" Bush and Chavez are both operating the same way. Two of them will be gone soon.
To Tony Brown North Vancouver, BC. Canada. Please make sure you check your facts. Mexico does not allow for re-election at all (not even 1 time). A Dictator called Mr. Diaz stayed in power in Mexico for decades until he was overthrown by a revolution in 1910 that lasted 21 years, caused the country to loose over 25% of its population and resulted in the PRI party taking over the country for the next 60 years. I hope this does not happen to Venezuela thaks to the clown that is currently in power.
I really hope everyone is paying attention not only to what Chavez is doing but, knowing who he is, who has supported him from our country both political and celebrity. Most Americans would vote against this guy if they had the chance so let's now vote against our own politicians which have supported him in the past. As well we should boycott anything made by those celebrities that have supported and visited him unabashedly. I'm not going to list them, you know who some of them are. The reason I won't list them is the fact that you should not trust all the information in a blog. You should do the research that way you know that when you do something about it you know you aren't misinformed and that can get ugly.
Tony Brown, BC Canada, had to think pretty shallow to able to take a shot at the US. He apparently didnt read any of the other submittals detailing the state of Venszuela before and after this election.  
What makes one a dictator?  One who dictates! But not as a lecturer or teacher.  Their dictates are disguished commands to be obeyed and obeyed blindly without question. For such dictates to be obeyed they must be backed up with power, wealth, favors or influence.  Why, because these dictates are like little white lies not too obviously immoral or unethical but all designed to keep the dictator and his authority and wealth hungry henchmen powerfully in charge.  A dictator is one addicted to power and will do anything to remain in power. It's regime uses deceitful half-truths and slogans that appeal to people's basic emotions including religion to keep them in check. If necessary, there is also the hand outs to the poor and the masses to gain (buy) their loyalty.  When all else fails, there is always the secrecy in the name of national security, violence, jails or disappearances.  These are usually aimed at the intellectuals who know better accused of knowing better than the dictator that absolute power corrupts absolutely. In a dictatorship, religious, military or led by former military leaders, the entire country eventually end up like an addict undergoing an addiction withdrawal.
I hope the intellectuals of Venezuela read up on the histories of countries that have undergone dictatorships so that they can better understand where their country is headed.
Mr. Brown, I fail to see how a discussion about a vote to possibly make changes to Venezula's constitution has much to do with the United States.  So why do you say that once again the United States is minding somebody else's business?  This is a matter of great concern to the people of Venezula and not merely a platform for you to spout your dislike for the United States.

Paul Whelton, fantastic response! It says it all--if only the poor of Venezuela had the education to understand the horror that lies ahead. Oh wait, Chavez will not tolerate dissention; he closed down all media opposed to him and is currently indoctrinating children in school. Can't wait until oil becomes irrelevant. I was born in Venezuela and sadly I am all too familiar with how the govt fails its citizens and vice versa. They should take to hear the words of JFK and ask what they can do for their country.
Chavez is a power hungry lunatic and incredibly enough he has some idiots in other countries following his lead, Correa in Ecuador and Morales in Bolivia to name two. It is just a matter of time before they lose their support at home and drive their respective countries into ruin. I can understand their revolutions afterall just look at the incredible success of Cuba. Leave them to it, time will take care of them.
You have to watch these films before passing judgment on Chavez.  There are strong forces within and without the country to remove him from office so that the old status quo of the rich getting richer, and the poor poorer resumes.

Hey! he is the most ignorant person i have ever seen in my life..I'm embarrassed of him..first he goes and insults the us president..then the king tells him to shut up..i mean..hes just an idiot..here in venezuela u cant find milk, and other important supplies..why? because hes taking it to other coutnries for more money! if he wins this sunday who knows whats gonna happen..i recently turned 18 and i will NOT let him steal my vote..im going to vote really early for NO of course..and seriously hope people realize that he wants to establish a dictatorship! unfortuantely people are very ignorant in this country..and he has brain washed so many!
To me this man is someone who if given any more power he can become very dangerous.  He should be taken out of power and let democracy happen in Venezuela, I really just don't understand how he was reelected again.
I think you are oversimplifying the issue along ethnic lines. Most Venezuelans are of mixed ethnic background, and only a very small fraction could be considered now as "European".  Both sides, opposition and chavismo are more homogeneous than what the media reports.

Since Chavez arrival in power he has used the power the the media to convince Venezuelans that the country is divided not only by socioeconomic status, but by ethnicity, and that before Chavez, only the rich and white european elite had power and access to the coveted oil rents. In reality none of the Venezuelan presidents before Chavez can be considered being rich by birth, or being European. In fact they were popular  because -just like Chavez, they came from poor backgrounds, and their political agendas were populism and protectionism and distribution of oil rents - just like Chavez.
Hugo Chavez is a pathetic bully and a thief.  He rants and raves for hours and makes little sense.The king of Spain was right when he said to him a couple of weeks ago:  Why don't you just shut up! There are now more Venezuelan people (i.e. farmers) held for ransom by his Columbian gorilla buddies than in Columbia.  There are shortages of common food products like milk, eggs and Pepsi. He has no respect for anyone else. Educated people are against him because they know about the world, they know about history, they know about politics and they have access to reading material.  The poor are only "for" him because they know no better, many don't read and don't have access to relevant information and are afraid to exercise their right to vote. They do have access to radio and tv which he seizes control over for blocks of time in excess of 5 hrs at a crack. He preaches his brand of brainwashing to them over the airwaves.  It is easy to appeal to ignorant people by promising them the world like he has been.  He has not delivered on his promises and only makes their lives worse by causing shortages in common goods.  Venezuela has been a democracy for a long time, he would make it a dictatorship with him in charge. Modeling his world like that of his buddy Castro and Cuba.  The people in Cuba are no better off for their life style and neither will be the people of Venezuela.  They are a good hearted, loving people who work hard and play hard.  They deserve better than having some loser like Chavez in charge.  Just look at the people of the state of Barinas, in the capital city of Barinas where Hugo grew up.  Is their life better now that Hugo has appointed his daddy govenor of the state and his lovely mama "first lady".  I think not.  Just imagine all the "appointments" he can make for his friends and family members as total dictator. They are better off without him!

NO REFORM!!! Long live democracy in Venezuela.
Unfortunately Venezuela is a case study in a thug taking advantage of poor people, who in the end will suffer the most.  The only reason Chavez is able to influence the poor is through oil money.  

In the end the rich educated people will live in Miami, and the poor uneducated will be left.  All corporations will be nationalized and in decline, this includes the oil industry.  Oil production is already decreasing since the foreign companies have been kicked out.  Chavez will promise a Mecca, but will deliver a mess.  Caracus will look like Havana in a decade.

Who is the benefits the most from Chavez.  The country he hates the most, the US.  The educated and rich will and have moved to the US.  We get the cream of the country, while the poor will be left with a economic mess that will last beyond their lifetime.

Isn't it amazing how one man's demented sense of self and power can ruin a country.  My heart goes out to ALL Venezuelans.  They have become pawns in a power struggle that will leave them worse off than before.
Jesus was a socialist. Was he wrong. Capitalism is destroying the world. Using a nation's resources for the benefit of it's citizens is not only the smart thing to do, it's the right thing to do.
Just a word from the Pope,then?  We are not exactly talking about a muslim civil war here, are we?  When will the church defend it's masses, and urge them to protect themselves? (I mean the people, not the pagent!)

This is the first time that I'm reading people with "American" surnames, on an American so-called “liberal” mainstream media, saying that Chavez is actually crazy, even a menace to the international community, and that he's not only impoverishing its people, he's using them to accumulate more power.
I'm impressed that there are individuals out there that don't let the lack of REAL news anywhere in the American media (except the mainstream Spanish speaking media) blurry their common sense and minimal level of logic. .
What you are seeing happening now is not new, for months students, mothers, workers, business owners, politicians, and even clergy have been risking their lives using whatever legal means they still have –until Dec. 2nd- to fight tyranny and hundreds had died without many in the outside world (especially in the US) knowing about it.
For those who see the blue and red parties as clash between classes has no clue of the dynamics of Venezuelan society, especially when after almost 10 years in power Chavez had managed to create two new social classes: the rich: his friends and anyone he could use as an ally even to corroborate that he's not against those who created wealth after decades or centuries of hard work and sacrifices; and the poor: everyone else.
In Venezuela whatever you may have now, you may not have in a minute or two thanks to crime or last-minute decrees made by “chavistas” in the government who just feels like taking it away “in the name of the revolution” Those chavistas of course can keep their stuff or take yours all for themselves…until they join the opposition when they automatically become target of expropriations and persecutions as well.

He started out with good intentions, but got lost somewhere along the way!  Now poor Venuzuela is becoming more and more isolated as a result of his antics. I love the hispanic/latin culture, language, etc... and i have always wanted to see Venezuela..however Hugo Chavez cannot insult and threaten the United States government without doing so to we.. the american people.  Even though I am not a fan of Bush or of his horrible administration and its disastrous policies; he is our president and we have to deal with our own government and our failed leaders ourselves and we dont need some fat little dog that barks too much lecturing us on how we should live.  Chavez behaves like Franco,Hitler,Mussolini,Saddam or that crazy looking N. Korean leader.  Therefore the USA should deal with him as we dealt with those other common street thugs...like the trash he is.... I cannot believe the good people of Venezuela havent thrown him out on his a@# already. He behaves like Juan and Eva Peron.  Look what happened to them.
I have visited Venezuela 10 times in the last 4 years. I have met the most wonderful people there. Very God loving and hard working (when there is work). I feel for those that push on day to day to survive under this idiot. If the Venezuelans don't take care of him, maybe Columbia will.  
Although there is certainly capitalistic abuse of the poor in all of Latin America, I think Huguito Chavecito is only exploiting the poor to get absolute power.  It's too bad good social ideas are always backed by corrupt tyrants.

VENEZUELA, who gave preferential rates to USA in 2002, just before the Irak invasion? VENEZUELA!, Who has bussines deals with USA and USA Government? Why is it that people who are ignorant of how Castro got in power are the ones that talk about exploitation of Latin America?  Castro came out from the hills Jan 1, 1959 - nobody has ever elected him.  Most people outside of the Bastistianos helped him and cooperated with him, then he turned on everyone and declared Communism.  If you're going to make statements, at least have a clue!

To you Canadians bashing my country, I say to you as the King of Spain rightfully said to Hugo   why don't you just shut up?  what in the he-- did any American ever do to you. You come across the border for our health care when yours takes too long or is not as good.  You come across our borders freely to buy cheap because with your UHC it takes all your money to pay the taxes.  I sell more things on ebay to Canadians than I do to my own country, why?? because it is cheaper. I think Chavez is a idiot and is a danger to the whole world.  so why do so many Americans still buy gas from Citgo which is owned 100% by Chavez? They are contribting to his wealth and power. When will we ever learn? Boycott Citgo and Chavez!
This thread confirms that Americans do not know much about Venezuela. Under Chavez, Venezuela has improved economically. Venezuelans have more access to education and health care and poverty and unemployment has decreased. Chavez has 60-70% approval ratings because he has delivered.

While I do not like some aspects of the constitutional reform (indefinte election is not one of them, I do have issues with 7 year terms with it though), it is for the Venezuelans to decide. It will most likely be "yes" and Americans and the opposition has to respect that.

The corporate media has done a terrible job reporting on Venezuela. It is clear that they would write anything to make Chavez look bad, including misleading figures, fake polls, or downright misstatements or other distortions.
Two Words:  Fidel Castro. They say those who do not study history, are doomed to repeat it.  Ask any Cuban living in the U.S. what they think is going to happen in Venezuela. The Venezuelans were warned: this dictator represents TROUBLE! Cuba only produced sugar & tobacco. Venezuela has oil, and this will mean even more trouble for the rest of us!   IGNORANCE is not only costly, it's DEADLY!
Chaves is an ignorant thug. He fights with Spain,threatens to nationalize their assests. He fights with Colombia. He threatens members of the media. He closes down TV and Radio station that dont tow the Red line. This guy is an embarrasment to Veneuela....PORQUE NO TE CALLAS!!!!!
What saddens me is the majority of Americans that think they have the right to speak of the political process here in the states, verse what is going on out in the world. Have they forgotten that the us does not produce anything anymore? Have they forgotten that most of the products that we sell in our stores are made in a communist country that allows only one child per family? Have they forgotten that the products that they buy at their local walmart or best buy, come from a country that has no freedom of religion? Let get real, we speak against these governments but yet we buy the products that their countries produce. Stop being two faced about it folks. either we support or not and it may not seem like we support directly but we do if we are buying the products they are producing.
We import oil from countries that punishes its public for speaking out against it's government, we do it as well, we send the fbi or such to the doors of those that speak out and make enough noise that it bothers someone in higher office. Lets stop playing stupid as a public and wake up and realize what is going on in our own country before we starting trying to dictate what should go on in another country.
What people should really know is that Venezuela is the third worlds oil exporter and the record history oil prices have make this tyrant one of the richest leaders in the world. He goes around latin america buying company (friends), he brings shameless americans and give them money for their support (Harry Belafonte, Danny Glover) among others and the little he does for the people he advertise it like no other. He is big enemy right now is his own corrupt political friends who are afraid of being cut loose. He will be hit by his own revolution!!!!
NO matter which side u chose, The U.S. foreign policies have help Chavez and other leftist gouvernments in the region to gain popularity.
Many cases(like the Bolivian water scandal) where  U.S. companies with the help of the U.S. gouv. control puppet presidents in order to extract the resources away from the natives (like water, coal, oil etc..) to sell them abroad, all profits stay in U.S. hands and corrupt local gouvernments and nothing for the poor. Chavez is the counterforce to all that, poor people got their chance to elect one of them, in this case a potential nut case or a hero. In either case The U.S. bares some (not all) responsibility. Fair is fair , I agree he is a "potential" dictator ,however, if the local MAJORITY is benefiting with Chavez,that is democracy even if we don't like it. Let's just hope he does turn into a totalitarian "stalin style" dictator.

Maybe they should re-instate the extra year of high school that was abolished a few years ago.  You could certainly use the information in a social studies class.  After you graduate, make it your mission to head out to British Columbia and teach Tony Brown what you have learned.  Hitler was a dictator---- dead.  Ceausescu--- dead.  Mussolini--- dead, Castro-marginalized--- near dead.

I believe people are confusing the real issues here. Chavez is a despot, tiranical power hungry megalomaniac who wants to turn Venezuela into a dictatorship. There are no limits to his ambition. Power makes people sick. Remember Stalin? Hitler? etc. etc.I really hope the Venezuelan people will fight for their freedom. It's their choice.
But as the Bush Administration cut the funding for the LIHEAP program, (you know the one,) the program designed to keep Americans from freezing to death for the 7th year in a row, who was it that once agin, for the 7th year in a row, who has stepped in to fill the heating needs of middle class and poor Americans? Oh. That's right. Hugo Chavez. Ask your government and stop believing the lies told by mainstream corporate media.

I didn't agree with what Bush did with Iraq and the US goverment has its problems also because they give to many rights to the people to sue each other.There are no more accidents in the US, usually they try to blame someone or even people not involved to get money.it is something that needs to be looked at if every person wants to respect each other and forgive.Whatever happenned to Forgivness? Now its only after the person gets the Check.
Chavez is a nut, but he isnt our concern.
The problem is for the people of Venezuala and for the countries around him.
If he wants to shut off the oil that will be great, prices will go up forcing people to conserve, and we will just increase or imports from Canada and Mexico.
I think he has done a lot of good for the poor, but he will undo it all.                               Who actually wants to model their country on Cuba.
I'm sure Hugo's neighbors will tire very soon of his incessant whinning.  Have you ever known a really intelligent person who rambles on for more than 15 minutes at a time????  I have lived and worked in Latin American for years and know the great people of the region - and I'm sure they would rather be good neighbors as "Americans" than listen to this dictator, who hates the U.S. and Christianity.  Like the past leader of Spain just said, Hugo, "shut up."

In my travels around the world I've never met anyone who said their leader was doing a perfect job...fortunately, in a democratic setting, you can change the leaders you don't like, in Venezuela, they will have to live with their decision..if it's RED.  Sorry!!
