Bush awards Cuban dissident Medal of Freedom

HAVANA – President George Bush awarded the Presidential Medal of Freedom, the highest U.S. civilian honor, to Dr. Oscar Elías Biscet, an opponent of Cuba’s communist regime serving a 25-year sentence in a high-security Havana prison.

While in good company among the other Medal of Freedom recipients, including Liberia’s President Ellen Johnson Sirleaf and Harper Lee, the Pulitzer Prize-winning author of the "To Kill a Mockingbird," Biscet, 46, has been a political prisoner in Cuba for most of the last eight years.

As Biscet’s son, Yan Valdes, accepted the award on his behalf at the White House Monday, Bush praised Biscet as "a physician, a community organizer, and an advocate for human rights" who is a "man of peace, a man of truth, and a man of faith."

Bush lauded the fact that Biscet "has continued to embody courage and dignity," despite his long imprisonment.

From activist to political prisoner
In an interview with NBC News in Havana, Biscet’s wife, Elsa Morejón explained how her husband’s actions as an anti-abortion crusader in the early 1990s led to his repeated imprisonment and increased political activism.

According to Morejón, Biscet’s views were tolerated until he and a young colleague wrote a paper criticizing abortion practices in Cuban hospitals.

After he sent his research to the state-run media, as well as Fidel Castro’s office, Biscet started the Lawton Foundation for Human Rights. His small group, which was swiftly outlawed under Cuban law, proposed the expansion of civil liberties for Cubans based upon the Universal Declaration of Human Rights.

As a result of his outspoken activities Biscet, lost his job as a physician at a community health care clinic. He was detained in 1997 for nearly a month. That same year, Morejón was fired from her nursing post.

Carrying his Bible, Biscet continued to preach the use of non-violence as a catalyst for change.

In 1999, he managed to bring some two dozen members of the island’s splintered opposition groups together for a 40-day partial fast to demand freedom of expression and liberty for political prisoners.

At the time, Havana dismissed the protest as a "publicity stunt" and maintained it held no political prisoners. A spokesman for the government argued that the only prisoners held by the government were common criminals or "counter-revolutionaries."

A few months later, Biscet himself was taken into custody and charged with "dishonoring patriotic symbols, instigating delinquency and engaging in public disorder."

Later in 1999, on the eve of the Ibero-American Summit in Havana, Biscet organized a demonstration to protest abortion and the death penalty. He held a news conference with Havana-based international journalists where he hung three Cuban flags upside down to show his disapproval of the island’s system of government.

Those actions sent him to prison for almost three years.

Major crackdown on dissidents
One month after his release in 2002, Biscet was again under arrest – more this time for what he said than what he did.

Interviewed by the Miami Herald newspaper, Biscet called on outside governments to help remove the Castro government. He also endorsed a peaceful transition toward democracy but did not rule out employing violence to hasten a change of rule, equating "people who use other methods" to Cuban patriots.

With his detention, Biscet became the first opposition figure to be swept up in what became a major government crackdown against dissent.

Over the following months, the regime charged some 75 dissidents with working with the Bush administration to topple Fidel Castro and subvert national security. In swift trials, all were found guilty and handed stiff sentences.

This time, Biscet was condemned to 25 years in prison.

International attention
In 2003 and again in 2005, the United Nations Working Group on Arbitrary Detention denounced Biscet’s confinement. Other human rights advocates, including Amnesty International, petitioned the Cuban government for his immediate release.

While this has done nothing to free her husband, Morejón believes international awareness has led to an improvement of his prison conditions.

Once confined to a small cell with little light or ventilation in a rural prison hours from his family, Biscet has been transferred to Havana’s Combinado del Este Penitentiary, where he has a desk, a chair and a locker for his personal belongings.

Morejón said Biscet has managed to regain some of the 40 pounds he lost since his initial incarceration.

Nonetheless, Biscet’s health remains fragile. He suffers from high blood pressure, gastric ulcers, and has also lost most of his teeth. But he refuses to accept any care from prison doctors.

"He doesn’t trust them," says Morejón. "It’s an ethical issue."

For Biscet, so is the matter of clothing. Since his first day in jail, Biscet refused to put on the prison uniform.

"For nine months, all he wore was his underwear. He was brought to me like that for our visits. It made his mother ill. But, he explained, this is his protest. He is an innocent man, taking the moral high ground," Morejón says.

Eventually, the authorities capitulated, allowing Biscet to dress in his own clothing.

After Bush announced Biscet as a Medal of Honor recipient, Morejón called her husband with the news. "He was humbled by the gesture, dedicating it to the Cuban people and to victims of communism all over the world."

Biscet hopes the award will help draw attention to the plight of Cuba’s political prisoners.

This is indeed a dubious award.  Not to say he doesn't deserve it in sense, but this person shares the very same beliefs as Geogre Bush.  Pro embrago, anti-abortion and that the war In Iraq was justified.  One cluess guys giving another clueless guy an award.  I know it's not easy living in Cuba, but giving this award to Biscet is like giving a life-time acheivment award to a dinosaur for having relevence in the modern world.  Bush will be gone soon and a return to reason for this country.  Now I wait for the hysterical responses from the ani- communists. They are usually un-informed and lacking in any intelligent discourse.  What do you expect from people still fighting the ghosts of Marx & Stalin.
Dr. Biscet remains in our prayers and we join the author in hoping that the award will serve to draw attention to the plight of political prisoners and in doing so ensure their release.

If we were all imprisoned for our belief's and Moral convictions  in America,
We/many  would all be under house arrest,as there would never be enough Prison's to hold us all including George Bush
whose belief system says we need to be at war in Irag,killing U.S.Citizens and Iraqis over Oil.
I do not believe in communism which oppress's the right to take a stand,even from prison.
It's ashame Bush did not feel the same way about Prisoners at Gitmo.


What a hero. Bravo to President Bush for recognizing that communism still lives in isolated corners of the globe. My prayers and thoughts are with this brave doctor and his family. I'd also like to shame on my fellow Canadians who vacation on Cuban resort beaches never considering that they are propping up a dictatorship with tourism dollars.

The smart thing to do is to trade with and engage the Cubans in Cuba and their regime will change organically just as things changed in Vietnam, China, etc... Bush honors this brave Cuban patriot but fired a brave
American patriot--Daniel Levin, assistant US Attorney General--for submitting himself to waterboarding and then rightfully calling it torture.

Biscet in Cuba was punished for defying his government and doing the right thing. Bush has repeatedly done the same thing to people who dare do that to him. It's hard to even watch him speak any more, I'm so tired of being lied to.

This is the worst President in modern history and probably the worst ever.

This award has brought attention to something that many members of our government, the press and Hollywood have denied for 48 Yrs. There are outrageous human rights violations and it is not the workers paradise Al Shaprton, Jesse Jackson and Robert Redford would have you believe, it is quite the contrary.

As for the embargo that someone suggested be lifted.

Here's the short of it.  In Cuba Cubans cannot do business with foreigners or countrymen, it is not legal.  The only owner of any business, factory, etc is the Cuban government.  Lifting the embargo only means extending credit to the Cuban government not the Cuban people.  Cuba's government has defaulted on loans throughout the world.  They don't pay their debts!  

EXAMPLE:
Some big agricultural company sells Cuba some corn, Bank of American loans Cuba the money to pay for the corn.  American company gets paid by BOA, but Cuba doesn't pay BOA.  Guess what happens folks?  We the normal US citizen get stuck with the bill, big corn company already got their cash, Cuba got their goods, and we Americans with our hardwork are paying Cuba's debt.  How about that folks, awsome right?  Lets lift the embargo!!
"Communism" is a form of government in which everything, including power is equally shared.  The contortion of this potentially peaceful and bucolic method of government by savage and greedy dictators  is an atrocity in itself.  We REALLY need to find another phrase for the dictator - enslavement form of government that we now use the word communism for. That said, let's get real.  People are using this forum to dis the pres...could please focus on the subject at hand instead?  This man is being honored for trying, against all odds, to help bring freedom to his people.  Living under the thumb of a dictator is horrible.  Personal safety is non existent as military police can and do randomly harass and even kill.  There can be no planning for the future for victims of communism, no confidence, no security, no comfort and no hope.  Is that ok?  Should we just turn a blind eye to this injustice?  Well, that would be the 'easy' thing to do.  Pretend that communism is ok so we do not have to take the time and effort to support the victims of the cruel and heartless form of government.  What could be more wrong than to parade as the savior of a people while you methodically enslave them?  Suuure the people of cuba like Castro HAHA hold a gun to my head and I will say I like him too.  It would be nice to think that someday, we will all enjoy a fair measure of freedom.  If that day comes, it will be due to, in no small part, to the brave efforts of persons like Dr. Oscar Elias Biscet.

For some people everything is a conspiracy theory. The paranoia never ceases to amaze me. Even the abuse that goes on in a prison is some how Bush's fault. Wake-up! Prison abuse is happening on a daily basis all over the country.  This didn't start with Bush.
while awarding this brave Cuban patriot, and pressing for his freedom, this President sits on his throne and allows(2)American Hero's to rot in prison for protecting our borders while he looks more and more like his Castro Brother! and no, I didn't vote for this piece of dirt!  
If the US government would rescind the embargo and cease trying to overthrow the Cuban government from without, Dr. Biscet and all the other prisoners considered enemies of the Cuban state would proably be released in a jiffy. If Mr. Bush admires patriotic freedom fighters so much why doesn't he release the three Puerto Rican patriots who have been in US jails for the longest time of any politicsl prosoner in this hemisphere?

And to Joe Cano, who claims that anti-communists are shrill fighters of ghosts, can you possibly explain the phantom that has imprisoned so many people in Cuba, and squashed their rights to speak out against government while you do so here without fear of retribution? Do you think those ghosts have no bearing on the brutal regime that has imprisoned Cuba for so many decades, or are they not truly a Communist country?

How can you compare a man wanting his OWN country free with Bush wanting another free? Are you not doing the same thing - through peaceful means - by voting and speaking out on the Internet today? Yet you call Biscet's award "dubious"? He went to prison for 25 years for doing exactly what you are doing now.

You don't have to agree with him, but it is not a human right for him to hold his own opinion and speak out without incarceration? What is so "dubious" about that, my friend?

Mostly, how can you be so ignorant to the pain and suffering caused by the ideologies of these "ghosts" and yet still have the nerve to claim the title of the intelligent one in such a debate? You certainly haven't convinced me.

Joe Cano, if you so strongly scorn a victim such a Biscet for imprisonment for the same kind of action you took when you logged on to your computer to post something so ignorant, I challenge you to put your money where your mouth is and check yourself into a federal prison immediately. Sleep well knowing that you're life behind bars will include food and medical care, Biscets likely does not.
In the USA we have the dictatorship of the rich; in Cuba they have the dictatorship by the workers. In the USA we have freedom of speech, freedom of conscience and freedom to petition the government though I remember, I think it was Nixon, saying he would not be influenced by the thousands of anti-war demonstrtors.
Dr. Biscet is a brave man, hopefully Castro's Cuba will soon be over and the people of Cuba can enjoy a normal, free life.  Its a shame to hear people cry and wail and throw hissy fits like Joe, Peter, Teresa, and Gene cause their heads are too far stuck in the sand to realize our country is at war.  Thank God for George Bush.  I know that Joe, Peter, Teresa, and Gene will be upset by that remark since they obviously have issues with the USA and God, but maybe medical science can advance to treat their disorder.
George gives an honor to some protester imprisoned in cuba and what else happens except for critics of his actions piling on as usual. I dont think he could do so much as baking a cake or walking a dog without taking flak at this point. You either need proof or a shut mouth. Take your pick.
There is no shame in vacationing in Cuba, Mr. McDonald. Those tourism dollars also help the thousands of Cubans who rely on the black market to sell goods and food to tourists, even at resorts or near touristy areas. I would never had eaten at all on same days when i was travelling within cuba because all the restaurants had exhausted their rations, yet i was welcomed into private homes and for a small price (compared to US) I was served three course meals of lobster, chicken, papayas, salad, rice and sometimes candied fruit, chocolate or homemade pudding for dessert! I was happy to eat, while providing these hardworking cubans with money that would have otherwise had gone to the communist regime if i had eaten at a state-run or state-subsidized restaurant (which are very poor in quality anyway). I also paid dollars to kids on the street to rent their bicycles for a day of touring. They were very happy to have this money and often I relied on them as guides. Independent and responsible tourism can be beneficial in many ways in cuba.
Excuse me, Ms Murray, but I'm not entirely certain how you derive a hero from this man. He admittedly was guilty of dishonoring a Cuban flag. He admittedly advocated the invasion and violent overthrow of his government. In the US we call this sedition, treason, or, I'm sure, terrorism.

Cuba is fighting constant US backed plots to destabilize its government and economy and return it to the horrendous state it was in under Batista. If Mr. Biscet had done this under the US backed regime of Fulgencio Batista he would not be in prison. He would be buried in an unmarked grave in Vallegrande or somewhere.

I hardly see why this man gets the medal of freedom for fighting for human rights in Cuba, while someone who hung an American flag upside down in the US, or advocated the overthrow of its government publicly, would be arrested, indefinately detained, and water boarded until they confessed.

What is truly amazing is that there are still governments in our world that lock up their own citizens simply because they disagree with the current regime's policies.

Bush only gave this award because his advisors told him to. The guy deserves it for is spirit, but Bush really doesn't care. What's funny is I'm sure Biscet is aware that Bush and Castro have a lot in common. Capitalism and Communism have come full circle, there's hardly a difference anymore.

I agree with Vernon.  The USA has 2 patriots(border guards) in jail that need to be released.  They were carrying out the duties of their job and are in jail on phony evidence of a non-credible person.  Call your Representative.  This case needs to be re-opened.  
It's  incredible !  Some people support the communist crimes in Cuba. I ask many of them  if they can speak only one word against the regimen (48 years)and go to jail immediately.  No freedom, no free press, no nothing. The people are slaves. No private property, I am sure these guides don't want to live in Cuba.
And let's not forget about the hundreds of innocent Cuban Detainees, many incarcerated for more than 5 years, that sit in US "Immigration Detention Centres" - forgotten and abandoned because they are not given refugee status. Bush is the last person worthy of awarding anyone for a Human Rights cause. The hypocrisy is astounding!

I was completely unaware that there are so many people in this country who either back Communism, or their  leftist policies or don't really don't understand them.  Please God bless America and help us keep our  constitutional  rights and freedom.  I'm  not Cuban or Spanish but I pray for those people and wish Castro and his friends a short life.
I am so sick and tired of people blaming President Bush for everything that is wrong in the world.  One person can't change the world, even if that person is the President of the U.S (leader of the free world).  People, wake up.  Do you think China and Russia are going to play nice when we have a weak, liberal President in the office.  Heck no.  They are going to gobble up oil and gas leases right off the coast of Florida, get nice and cozy with Castro, Chavez, and the rest of the washed up "Communist Left" in Latin America.  We are in the middle of a war on terrorism.  I am sorry if that offends you liberals. Now I find that the embargo on Cuba is a good thing because if all the companis are government owned the money goes to the government.Finally when is the last time you have heard of an American tortured for speaking against the goverment? (Never because that there would be ALOT of torturing going on in America right now).

i am cuban, i lived 35 years in cuba...i don't agree with all the guys who said are "fighting" for cuba freedom  but in this case Dr Biscet started fighting for his believe and still is fighting for that... Here in the states if you don't agree with your president you can be verbal at any instance, in cuba that's a very bad thing, who cares about bush we are talking about a guy that in worse conditions that the American   federal prisons still is saying what he believe.. this guy was in prison with the worse of the Cuban society , criminals...in a very violent prison... so even that i don't agree in his religious arguments i can't stop to recognize his courage...
Good points Mr. Herrmann. We tend to forget the many people, businesses and crime organizations lost their entire fortunes and influence when Castro came to power, in 1959. The complete explusion and removal of an oppressive oligarcy and corrupt govenment is the reason these infuriated entities ensure the U.S. maintains the embargo indefinitely.  
I think that president Bush needs to start takeing care of his own people and not other countrys I mean Iran blows up our plans buildings and then nexst thing you know hes droping food and medical supples off to them now tell me that he cares for our fellow man we are dieing over there pull our troops Bush. I think and hope that hes gone we need a new president.And by the way look at our economy gas price at an all time high  three dollars  a gallon.look at poverty at an all time high. look at our children starveing over here.

the "peaceful" demonstrations bore no results.

Cuba need a million people to demonstrate (at least more people than Castro has room in jails.) The Cubans have no guts. they are content to drink, dance, listen to music, and have sex. these are the things that Castro cannot control. He controls everything else.
Bush supporters -

1.)  What do you think would happen to an American citizen, funded by a foreign power, who called for the armed overthrow of the US government?

2.)  What about the so-called "Miami Five" - Cuban agents in the USA who sent the FBI evidence of terrorist plots against Cuba, but were themselves arrested and sentenced to LIFE imprisonment by a kangaroo court in Miami?

3.)  Isn't it the case that US foreign policy towards Cuba is mainly driven by US domestic politics, namely, the need to win votes in Florida?  Why does the USA allow a handful of rich and influential rightwing Cuban-Americans to dictate the agenda on behalf of 250m US citizens?
