Long memories of Russia put cloud on Putin’s Iran visit

The last time a Russian leader came to Iran was in 1943 when the Soviet dictator Joseph Stalin, President Franklin Roosevelt and British Prime Minister Winston Churchill attended a wartime summit in Tehran. 

Six decades after Stalin’s visit, it was the turn of President Vladimir Putin, who came to Tehran to make it clear to Washington that Moscow would not accept military action against Iran, a sentiment shared by other Caspian Sea states at the summit.

"We should not even think of using force in this region," Putin said at the summit in comments clearly aimed at the United States and Europe.

And as far as official Iran is concerned – Putin’s visit was just as significant as the Tehran summit during World War II.

"The mere fact of Putin's presence on Iranian soil is evidence that the West's policy of isolation is a failure and can be interpreted as a victory of Iranian diplomacy," the newspaper Iran News wrote prior to the summit.

But even though Tehran may seem to have gained an upper hand with what seems to be Russian support for it is nuclear program and a buffer against a military strike, at the same time, many Iranians don’t trust Russia as a country that will defend their national interests. While official Iran is touting Putin’s visit as a victory that is beneficial for Iran, unofficially the visit has been treated with a great deal of suspicion.

Russian, not always such a good friend
Historically Russian has a bad track record with regard to Iran and its territories. At its height, Iranian rulers controlled Iraq, Afghanistan, Pakistan, much of Central Asia, and the Caucasus. Many Iranians today consider those areas part of a greater Iranian sphere of influence, as opposed to a Russian sphere, at least culturally.

But high mountains and the vast emptiness of the Iranian plateau were not enough to shield Iran from the Russian Army or British Navy. Both literally, and figuratively, shrank Iran.

At the beginning of the nineteenth century, Azerbaijan, Armenia, much of Georgia, and Afghanistan were under Iranian control, but by the end of the century, the Russian Empire wrested much of it from Tehran. All the rest of the territories were lost to the British. So, for many Iranians there is no love lost for the Russians or the British.

"I have lived in Iran all my life, 91 years, and I have seen a lot of changes to my beloved country," said Babak Mansour, a former carpet deatler. "I have seen three kings come and go, countless territories lost, a coup to overthrow a democratically voted prime minister and two revolutions, all in my life time. I can tell you, with God as my witness, that the Russians and the British were behind all of them."

"There is no way that the Russians would go against their friends in the West for Iran if they were not going to gain something vast in the long run, they only came to Iran to serve their own interest, not ours," he added.

Divvying up the riches of the Caspian Sea
Although the tussle of Iran’s nuclear aspirations made the headlines, the main issue before the summit was the Caspian Sea. Divvying up territory in and around the inland sea – believed to contain the world's third-largest reserves of oil and natural gas – has been a major bone of contention among the five nations.

The Caspian's offshore borders have been in limbo since the 1991 Soviet collapse and the lack of agreement has led to tensions and conflicts over oil deposits. Putin’s visit was also largely aimed at strengthening efforts to blunt U.S. economic and military interests in the area.

Putin suggested that Moscow and Tehran should have a veto on any Western plans for new pipelines to carry oil and natural gas from the Caspian Sea – which would safeguard Russia’s current monopoly on energy deliveries from the region. 

In terms of Iran’s nuclear program, Putin made an unspecified proposal at a private meeting with Ayatollah Ali Khamenei, Iran’s supreme leader, Iran's state news agency reported Wednesday. 

No details were provided, but Khamenei, who has the final say on all government matters, said Iran will give Putin's proposal serious thought before giving a response. "We will ponder your words," Khamenei was quoted as saying.

Meanwhile, Putin refused to set a date for completing the Bushehr nuclear plant – which is being built by the Russians and would be Iran's first nuclear reactor – in an attempt to avoid an outright show of support for Iran's defiance over its nuclear program.

That lack of commitment on the Bushehr plant was a significant oversight as far as Ahmad, a political science student in Tehran, was concerned.

"The only reason the Russian came to Iran was to steal our share of the Caspian, they are just pretending to be our friend," said Ammad, who asked that his last name not be used. "If they are really supporting us, why did they not set a date for the completion of the Bushehr plant?"

"It’s funny that our government is making deals with a country that has done so much harm to us," he added. "The Russians have hurt Iran more than the Americans ever have, yet we are making deals with them and not the Americans."

russia and iran deserve each other.  they can out- con each other.  we'll see who is the better one.  iran hates us so much they can be blind to the  big satan in their midst.  sometimes things work out for the best.  lets watch.
I hate to break it to you, but I came across an article that said the US was about to send a nuclear strike on Iran last week however some officials did not agree with it, which is why this attack was called off.  Bush is up to something and I'm not saying Putin is a good guy, but he is the one saying back off before we see ourselves in WWIII.  Still, it is about oil for both parties as well which is sickening, politics, and out of our control.
Sunnis v/s Shiites...Russia chose its side with our approval..its the only way left..we control the sunnis through Saudi Arabia,or at least guide them and know their moves and the Russians will do the same with the shiites...and that way we can be assured along with the Russians that nothing slips passed us..I don't see a problem with that ,I think its briliant and if we ever need to we can pit them against each other..U.S.A and Russia have figured it out..don't worry and God bless...

I'm truly tired of hearing--"It's all about the oil."  It's time to face an inconvenient truth--oil is the engine that drives the economy world-wide.  It is essential in producing food; it heats our homes; it provides transportation, et al.  Until we discover and/or develop alternative energy sources we have to consider "oil" when making decisions regarding our Middle-Eastern policies.
Putin may have his own reasons that we'll never know. I do know is that this Bush WILL get us into WW III if left to his own madness. Believing in magical solutions to the world's problems. May Billy Graham rot in hell. He's responsible for this Bush's madness.
If you look around the world today, you will find what has historically been driving our world for centuries, greed, leadership, partnerships that can't and has proven unworthy. Our world has been in disaray and will continue to be such. We peasants will have no say other than to do our jobs, complain and wait for our departure from this earth. Generations beyond our times will also be confronted with the same issues if not worse, our world be come to an end some day, we all just hope and pray it isn't during our life time, enjoy our life's while we can. We all waste to much time pondering what we have no control over. God bless us all and thank God for each day we have.
People seem to forget why we are in Iraq and putting pressure on Iran's nuclear hopeful. Iran's leader supports terror groups and is already indirectly in war with the West by supplying advanced IEDs and training. Because of it the insurgents now have a means to break our armor barrier much more effectively. It will be a political advantage for Iran if we let Iraq fall and Iran will become stronger in that region. Putin does not want a confrontation with the West, it is a scare tactic to the weak people who do not support war and to keep the west from achieving strong ally relations with the middle east and the ability to have influence in that region. A nuclear Iran with terrorist support jeopardizes the safety of our allies and the possibility of extreme underground planning to deliver a nuclear weapon into the US. It will make 911 look like a joy ride. Our new generation of people has never seen real sacrifice for freedom as our forefathers. You DON'T negotiate with terrorist and those that support them. Wake up before it is too late and you to will be forced to live by a ruthless dictator, watch and see! I support force if diplomatic efforts fail. I say, "Putin get on board with the diplomatic efforts if you truly do not want war in that region.

Last food for thought, if Iran wants a nuclear weapon so bad let’s send them one of our own delivered next day air!  
Well what do you expect? George and friends have cleaned out our treasure chest, lied about everything to get us into Iraq about Nukes, is now offering up Social Security to illegals in this country, and now he wants to start WWIII. Have you noticed ever that ever since they made it law that you can only serve two terms as President, the then acting President in his 2nd term suddenly starts to give the farm away? That is when they start giving all the pay backs to those who gave to them. You know the big money donors. Look what the Clintons did. We need to do away with the Democrats and the Republicans and vote a new Party in. There is no difference between the two. The two parties have sent thousands of our jobs to other nations and in most cases even paid or subsidised the cost to send them out of the country. The Middle class is getting screwed, the rich are getting richer, and the poor keep getting more and more from the government which is a pay back for their votes.
It is now clear that Colin Powell had better 'insights' than George W. when it comes to Putin. GW looked into Putin's eyes and saw his soul. Powell looked into his eyes and saw the KGB. Of course GW has made so many mistakes of judgement any statement he makes must be viewed with suspicion. But what can you expect from 'the' village idiot {Bush}.
Just live your lives and let God does his magic works.  The last time I check, Bush, Putin, or Iranian leader are still human.

Before they suck the Blood out of many more young men in this country.Have you looked at the Age of our Men dying in Afghanistan and Iraq? it's humerous in a cynical sense; but, borderline hypocritical from my seat.. We all type about this, that and whatever else to distinguish a sense of false security for a given/brief time as we sit and type what we think and feel about this, that and whatever issue is bothering us; whether it be government, religion, what price did GW sell his soul for, where did Hillary get her nails done and whether or not that money should have been spent on some homeless crackwhore to better supply her habit with taxpayers money, or Billy Clint making some women famous for servicing his carnal presidential desires... Whatever it may be, we all sit and type and complain about who is what and where is when. Yet, once we hit the submit button we do nothing more.  It's time that we, as Americans, Children of GOD or brothers and sisters in humanity actually start to act; not belittle others who are actually trying to make a change; whethere right or wrong, demoNcrat or repukelican, left or right wing, athiest or minister.  At least they are doing!

Not to be too entirely cliche, but action does speak louder than words, whether spoke or read.  It's time to do.

democracy is unpredictable and real contradictory affair.The president Putin is very popular, the Russian  economy is growing so nicely, so are the personal income and standart of living. in such circunstances, amending the constitution to allow president a third term with or without a national referendum, would not be a particularly difficult feat to accomplish. The two countries (Russia and IRAN) have begun talking about creating an OPEC-  cartel of gas producing countries of the world.Geopolitics, energy, and modernity are at the center of this troubled alliance.The past four years of deterioration in US-Russian ties contrast sharply with the continued improvement of Sino-Russian relations.Right now BUSH is coming to talk about WWIII, please he is so fresh.
