Russian boom lures workers, legal or not

MOSCOW–  The group of men were gathered by the side of the highway and quickly converged on any car or van that came to a stop near them.

A quick discussion of professions (bricklayer, woodworker, etc.) and salary (usually from $40 to $60 for the day) ensued before a few men hopped into the car, considering themselves lucky enough to have found a construction job for the day.

It was a scene that would look familiar to anyone following the debate over illegal immigration in the United States, but the highway was just outside Moscow and the undocumented workers were mostly from Tajikistan and Uzbekistan.

Russian solution?
There are many parallels between the immigration debates in Russia and the U.S. Immigrants here make the long journey from economically struggling homelands with few job opportunities, to a neighboring country where jobs seem plentiful.

Russia’s steadily growing economy has attracted millions of undocumented workers. Most are from neighboring, former Soviet countries in central Asia and the Caucasus, and their work is helping to keep Moscow’s exploding construction boom going.

While politicians in the U.S. discuss different immigration reform plans, Russia has already taken steps to implement one. Earlier this year, the government adopted a plan that simplifies the Russian bureaucracy (not a small task) for immigrants to get official registration as a guest worker and placed a quota on the number of immigrants allowed to work in Russia.

In theory, the plan is a huge step forward. In practice, though, things haven’t worked out so smoothly.

‘The police are all bandits’
Eshon Abdujalul, 25, left Tajikistan six years ago and described his first two years in Russia as "working like a slave for someone in the mafia, until he was killed."

Eshon eventually made his way to Moscow and now waits outside the construction market by the highway with 50 to 100 men every day waiting for jobs. When asked about the new immigration regulations, he said that registration "can’t be done – it can only be bought."

Farid, who like many was wary of giving his last name, echoed the same sentiment and said one word that I heard used by almost every person on that highway: "Bandits! The police are all bandits, a gang. All they understand is money."

Everyone had a story of being stopped by police and having to give up their day’s salary to avoid being arrested. One man told of a friend whose documents were in order, but the police didn’t care. They drove him to an alley and gave him a choice – payment or problems.

But now, it’s not only the police the immigrants have to worry about. On a recent Saturday, a nationalist youth group called Mestnie ("Locals") decided they needed to do their part to stem the tide of illegal immigration. 

Posing as potential employers, they drove cars to the highway with job offers. After picking people up, they drove them straight to the immigration authorities for their documents to be checked.

Two days later, a spokesman for the Federal Migration Service praised the group’s actions in bringing in over 70 immigrants, saying that they "really helped and can be useful."

Eshon was warned of the sting by a friend who had been taken, but saw others who were not so lucky. "Two men who were caught tried to jump out of the van, right onto the highway," he said. "One got hit by a car."

When asked why they returned one week later to the same place, all the men simply shrugged and said there was no choice – they have to work.

Most of the immigrants agreed that if given the chance, they would like to play by the rules and apply for legal status. But when faced with corrupt police and an immigration service that applauds people taking matters into their own hands, they feel they have nowhere to turn to solve their problems.

In the meantime, though, they know jobs will keep coming to the highway. If all the illegal immigrants disappeared overnight, Eshon said "Nothing would get done, no one would work, the markets would close, and all of Moscow and Russia would be full of managers and no workers. How can they get anything done without workers?"

It is appalling how awfully Putin treats ethnic Russians who were abandoned by Yeltsin and Gorbechov.  These are Russians, not "aliens."  
I hope people who read this article do not relate it to our nation's illegal immigrant crisis. Illegal immigrants in Russia as described are not fortunate as illegal immigrants here in U.S. The U.S. news recently disclosed that large fraction of the medical emergency fund was consumed by illegal immigrants in the past, and the fraction of consumption is steadily rising. My understanding is that illegal immigrants do not pay any taxes, but they received benefits that are paid by legal residents and citizens (tax payers). I don't understand pro-illegal immigrant activists. Are they protesting for the better for Americans in general or for their own native people? I once was a legal immigrant and now a citizen, but I cannot connect to pro-illegal immigrant reasons. Illegal immigrants enter our nation without welcome, establish their residents, and demand citizenships. We are all Americans- Hispanic American, Asian American, African American, etc. Sub-culture is understandable, but we should be supporting our country and our constitution in primary. If each part of our society prioritizes our defense for our native people over the Americans, when will we learn to stand united as a nation?
They are all just people trying to make a living. I am so sick of government disenfranchisement of the workers. I am fed up with Americans, too, who want slave labor for dirt cheap, but then scream "leave illegal" when they lose their own jobs. Sick, sick, sick!
It is understandable but here in the U.S. the problem persists on a daily basis. There need to be tighter laws protecting Americans compared to what Russia is facing. Russia citizens are doing the same thing coming here illegally and attaining jobs that way too.
Chinese and Mexicans all need to be deported and made to come into this country legally on work visas and the other is prosecuting the companies who hire them to make them abide by the laws it is not just the illegals but the companies who hire them. Blame them for the influx of illegals into an economy that could be booming for all the right reasons.
Russia's police are crooked as are some here yet we have to abide by the laws and Russia makes its own mistakes and they suffer for it.
America needs to tighten its borders and commit to enforcing its laws abroad.

none of those illegals mentioned is ethnic Russian.

that doesn't remove illegal immigration problem though...but then it's common problem nowadays.

if one really want to blame some country leader for illegal immigration problem, then 1st blame should go to those where illegals come from, if those leader could make living in their country good enough, there'll be much less illegals in 1st place...
of course, if one knows no other leader from former USSR, but Putin, he doesn't have options -;)
I really dont like how people keep on insisting that illegal immigrants don't pay taxes. Maybe the majority but i know for sure that many do. If you kwne any illegal immigrants then you know that those who have been here for a long time pay taxes they get their checks and work for a hard honest living but most people view illegals as job stealing laborers but thats not true. They have to work to keep their jobs and have to live in constant fear that someone will rat them out.  In Russia, say that the situation is different in the US. is a big mistake because isn't America built on illegal immigrants just like Russia? No Hispanic American, Asian American, African American Caucasian can say that they aren't illegal immigrants, except the African Americans that were force to come. The only people who can truly say that this is their land and that they own it is the Natives. But I agree with Mike "If each part of our society prioritizes our defense for our native people over the Americans, when will we learn to stand united as a nation?"
somewhere in time there were these magical boundries made up that tell people you can go here but not there, you can go there but not here. the mexicans that come into the u.s. are good for industry and local biusness alike. if people are worried about their jobs then get reeducated and learn how to do something more than mow lawns or pick oranges. they are just trying to get a little piece of that dream that allows them to live free and financialy secure lives. its hard to understand that a country that has more billionairs than most other countries combined can actually complain about people trying to come here and make fifty dollars a day. however it would be nice if the mexican government would step up and get some industry going down there.
Notice everyone in the work groups is white - white workers should be given the jobs of the police if what is said is true.Give the crooked police varied jobs at half pay.In the USA if the illegal people were all white,there would be no problem.Let all the non white critters starve and vanish off the planet.

I keep reading and hearing everyone say, "Illegal Immigrants don't pay taxes" I want to tell you, that is not always true.  I worked for a labor-support company that hired many illegal people.  These people were given paychecks and they do pay taxes.  They can never claim a penny of it.  They never get a fat income tax refund, and they will never see one red cent of what they pay into Social Security each and every week.  They work hard.  They work harder than people that have "Legal Status" because if they are lucky enough to get a job, they do everything they can to hold it.  And these jobs that they do...how many of us will stand in line at 4:00 AM to get a chance to go clean the Waste Water Treatment Plant??  We need a reform to help everyone.  America used to welcome people and give them a chance, but how many of you can honestly say that we still stand on the same principles?  I do not care to see the tears of another child as she/he waves goodbye to Mommy and Daddy because they did the horrible thing of coming here illegally to give them a better life.
The government is not solely to blame in either country.  There is a process for immigrants to obtain employment in nearly any country.  We are just as much to blame as the government.  The citizens are the solution to illegal immigrants working without paying taxes.  Governments are not hiring these "illegals" - "we" are.  I boy-cot every company/individual that use illegal immigrant labor.  If they can not find a job - they will quit coming.  This thought process is null if our government can not help "we the people" by enforcing inflictions upon the companies/individuals that take part of this ever-more popular way of stealing from each other.  Theft - no-one can deny that not paying taxes is theft - not just of the U.S. but from the citizens as well.

The problem with illegal immigration has nothing to do with private industry. The problem is that "true americans" do not want to work unless they're paid huge dollars for low skill labor. Immigrants come to this country and literally bust their butts three times as hard as someone born and raised here. If all the immigrants disappered tonite, who would cut lawns, and babysit children for $100.00 per month? Not an african-american, an anglo-amercian or any american for that matter. And Russians do come here legally,  it is very few that attempt to saty illegally,  I married a Russian and understand the Russian community and their desire to become a part of this great nation legally. Folks get your heads out of the sand on this issue and ask yourself would you wash dishes for minimum wage 12 hours a day? I know I wouldn't and I'm born in the USA.

Why would we allow illegals when we have a welfare class that refuses to work, i never understood that
I have been visiting Russia for over 10 years, and have watched as the situation is becoming more and more desperate (for locals AND visitors), under Putin. The police corruption is so widespread, and Americans are targets, rather than exempt.

I have Russian friends who have come to America LEGALLY, but have much trouble with our (corrupt) immigration department. Our agency looks the other way for anyone coming over the Mexican border (which insults the LEGAL Mexicans, who came here RIGHT), but they punish the Russians who try to obey our rules and come here right. I have watched this for 10 years and it is criminal how our agents treat good people who want to do the right thing. No wonder our borders are assaulted by ILLEGALS, today. We need to FIX our own agency!
It is not surprising to hear news about crooked police and illegal immagrant abuse in Russia. Just look at their history of human rights. What is surprising and a shame is our lack of sympathy for those in need on our front porch. How many of our own ancestry relied upon the kindness of an open and free America? Where would we be now if not for the land of hope?
Personally, I think the comments of Mr. Martinez and of "Mike of Chicago,Ill, (both sent on Friday, Sept.28), pretty much sums up my feelings on the matter of Illegal Immigration.  I have a hard time accepting an Illegal Immigrant working here, as we're having a hard enough time balancing out budget without the extra burden.  But, by the same token, there are a lot of Legal Immigrants who have honestly
earned a right to work and be here..and I'll be the first to say, without them, we'd be a whole lot worse
off.  I'm only suggesting that we stim Illegal Immigration, not keep Immigrants from working here, heck..we all at one time or another were "The Immigrants".  Only the American Indian has a legit claim to this land..(and look how we treated them..)
I think some people seem to be missing the point and actual subject of this article: immigration in Russia. It's a testament to the Putin administration's hypocritical and self-interested nature that this is being allowed to happen to these workers. How terribly ironic that on the one hand, Putin aggressively pursues a regional re-integration of the former Soviet republics and a monopoly on their oil resources (Kazakhtan, Azerbaijan, etc.), yet on the other, fails to acknowledge how badly their residents coming to work in Russia are being treated. This is a rare case where it would actually do some good for a top-level official, even Putin himself, to deliver some public rhetoric on the subject, and embrace the immigrants as much as they embrace the riches that they reap from their countries. Or at the very least, take public steps to clean up its Immigration Service, facilitate the registration process, and ensure the safety of ALL people within its borders.
Legal immigrants aren't so bad...
You find this story played out in many countries, regions all over the world.  The underlying theme is the conflict and symbiotic relationship between "the haves" and "the have nots".  On one hand "the haves" provide the "have nots" a little more than they could have had while using their toils for gaining financially much more than they ever paid out.  When it does not make sense economically "the haves" start crying foul, and want nothing to do with "have nots".  And unfortunately it will go on happening as long as the human race lives, such is human Condition.

It is not the common Americans that wants slave labor for cheap, it is the greedy business and corporations that wants to maximize their  profit by hiring the illegals and displacing the legal American workers. They claim that the illegals do the jobs Americans won't do. It is not the job, it's the wages. Who can support a family at $7 an hour? The illegals can because when paid on cash basis, they do not pay taxes, SSS, medical insurance... etc. Legal workers would only have less than $5 take home after the deductions. Generally, the families of the illegals live back in their home country where the dollar exhange translates to a good income. The worker here minimize spending by sharing housing expenses with several illegals. They don't have to pay car insurance since they cannot legally have license, they just ignore traffic violations. If the familiea are here, they get welfare benefits, free education and free medical. They would not admit it, but our government has provided the illegals special benefits that we, the legal citizens, cannot get.
I've been in the construction industry for 15 years and have seen the work force of most subcontractors go from predominantly White and Black to Hispanic in the past few years. Here in the DC Area, there are groups of Hispanics that gather also as they do in Russia trying to earn a days pay to feed their children as any responsible parent should do. I commend them for that. They take on the menial tasks that no others want or can afford to make a living at. To survive, most live 3-4 families to a household. They are hard workers although quality of workmanship is quite often lacking. But it peeves me to see millions of illegals crossing our borders (amongst those millions of illegals, thousands of murderers, rapists, and drug dealers running from the Law in their country, I'm sure...something we need less of) yet when legislation is passed for immigration reform, protests and rallies are held that America is being unfair and racist...
My girlfriend and I have worked hard for years to save enough and we might finally get our own house yet here's someone who just makes legal status as a citizen, barely been in this country 5 years, speaks broken English, lived in an overcrowded household saving thousands of untaxed dollars, able to buy a house and brand new vehicle. Who's being unfair?
Society can't have it both ways; either we get the benefit of really cheap labor to plow our modern day “cotton fields” or we pay legitimate citizens large union-type wages and grow at a snail’s pace.

When a nation employs millions of undocumented workers for sub-slave wages it should expect to incur a small additional surcharge in the form of providing access to tax payer-supported services, such as public schools, hospitals, etc.

The vast majority of the voting public in any nation (politicians included) are not educated well enough in macroeconomics to understand the symbiotic relationship growing economies have with slave wagers.  Without a large pool of so-called undocumented workers (who also “steal” access to public services) no modern nation could feasibly support double digit economic growth.

Gross ignorance sustained by sensationalistic journalism and jingoistic politicians is responsible for the idea that undocumented workers are a drain to society.  Ironically, if this same group of people really understood the actual economic tradeoff occurring, they would hail the harsh conditions, low pay, and lack of government protections as being perfectly acceptable…
There are no illegal people in American only Dreamers. If someone knows what it takes to get a residency even after everything is legal and perfect, they will not complain about legal status. Most people who complain about it do not realize that if today's laws are applied to everybody, this will still be a Native Indian country and they would love everyone coming in.
In response to individuals who are under the impression that illegal immigrants dont pay taxes. Illegal immigrants do pay taxes. Or do you think that because they are illegal the govt. tells them to keep their money? If they are employed, the state and the federal government will take their share, regardless of their legal status and most of that money goes unused by them. I personally know people who will not attend to their medical needs for fear of deportation or for fear of being too visible. A very large percentage of the immigrant popultaion does work and does not depend on the government for anything. They might use the medical system only in case of an emergency. that adds up to what? $900+ for the ambulance and a couple thousand dollars for services? If you have worked for 5 years paying state and federal taxes at a  rate of $10.000 in taxes per year, that adds up to $50.000 contributed to big brother doesn't it? It is unfortunate that many people forget where they come from and will turn their backs on the less fortunate. If people had their needs fulfilled back in their countries do you think they would want to come to this country to be demeaned, harrased, and called names? I doubt it. I also came to this country legally but as a member of the human race I find myself compelled to lend a hand to those who need one, illegal or not.
Illegal immigrants do not use medical emergency fund because they are afraid to be caught. They look for help among them. Furthermore, illegal immigrants do pay  taxes. They contribute to the social security system, medicare and so forth without taking advantage of any benefits.  Illegal immigrants do not get income tax return because they can't file for income tax return. Where do the millions of dollars end up being used? It is used by us the citizens. Do you believe those jobs performed by illegal immigrants will be filled with us. Yes of course but unless we raise the wages.  Then we will have to buy tomates for $15.00 a pound or a head of lettuce for $5 to $8 each. I do not condole illegal immigrants but let's focus on issues more important like the economy, government expenditures, the war, etc. And not focus on issues such as building walls to protect us from illegal immigrants. History already taught us that this is not a solution (the wall of China, the Berlin wall, Ancient Rome. I would like to see who will wash dishes in restaurants for minimum wage. Without illegal immigrants we will pay a fortune for a meal at a restaurant due to higher wages. Think about that !!! Better yet thing about a logical solution, OK?
to make a living by working as labourers as most illegals are  for one and the family is not is not a crime,being illegal in any country is a crime,so goverments you try to stop and if you cant than just accept it and mind you,we illegals do not get food stamps---nor un-employment---nor insurance---but yes we do pay taxes on all the day to day purchases just like evrybody else,on my social security fund even if i had one what would it be? landscaping 12 hours a day for $10.00  
I'm tired of hearing you stupid conservative @#%&*@ complain about immigration and how they all should try to do it legally!! let me tell you something, have you tried it?...apparently not! a story for you. I am an oklahoma born black american! I have been trying to bring my fiancee from Colombia here for 3 years now..LEGALLY.. this  @#%&#@ government keep putting stupid obstacles in my way, if isn't one reason, it's another..heck, if she was cuban, she would have been here by now. so doing it the RIGHT way isn't so easy or sometimes even possible!! So Now I an AMERICAN CITIZEN may just be left with doing it the only sure way....illegally and frankly, I don't give a d@#&n anymore. I've got it figured out, and the plan is about to go into action! "persuit of happiness", not in this country anymore, it's a lie. if you're wealthy, you're welcome, if not, don't let the screen door hit you!! and for you "they use our resources freaks" I pay for my insurance and she will be on it!! it'a my da*n money!!
I feel so bad for anyone that is suffering because he or she cannot find work to survive.  The US is having its own problesm of course.  Any good economy needs workers of all type.  Our system should be more liberal if we really want immigraion.  But all should respect the law of the land.  It would be great if other nations' economies would improve, so they can feed their people.  Also other nations should educate their people on birth control.  Most families in the United States and European countries know they don't need more than one to three children to support.  As a child I was taught about the needs of every individual.  To better each generation more resources must be spent to better them. This leads to a better educated and healthier society in the long term.  Also there are values that are being taught in some homes and not others.  We need to see to the long term of our country.  There needs to be more vision.  What will really attribute to making our nation stronger?  There are policy changes that can make us a better people and usually education is a start.  The world is full of ignorance, so change can occur faster by better eduation programs.  All of our lives can be made better by more knowledge.    
What Russia is doing is outrageous. It is almost like recruiting voluntery slaves.
This picture of illegal workers made me cry.  One of the men out there is my cousin from Moldova, a former U.S.S.R. republic. I knew he went for work to Moscow, but I didn't know that's what was expecting him out there.
There are thousands of broken families in my country because of the necessity of at least one of the parents having to find work in other countries.  If they don't go, their family will starve, freeze, or get into debt they will never be able to pay off.  My parents had to go and work in North Russia (legally) for two years when I was 12. I needed them then, but I didn't have them. I feel now for my cousin's kids, and all the kids out there growing up in real, deep poverty with one or no parents.  There's no joy in that hard-earned money if the family is not complete.
All persons are trying to do is make a living for their family. If you are going to deport illegal immigrants then deport companies along with them.  Then all cheep labor will be together (worker and company).  If americans would do the work for a decent wage then the work would not be elsewhere.  Most americans are greedy want more work less.
Who ever you are martinez you are just as immigrant as Russian people working in U.S.A or anywhere else chinese and hispanic get kicked out all the time cas toooooo much of you you know. You do not know Russia's police ........
I think the problem with some Russians (as Americans) is they are tribal nationalists rather than just nationalistic. If they are interested in their country rather than their white skin they would consider the future. I value the IDEA of America more than my white skin - which has turned out to be a liability with 5 cases of skin cancer. (As a matter of fact my father-in-law came from Russia and he died of skin cancer even though he survived a concentration camp in WWII).  There is a rising number of older people supported by less younger people in industrialized countries and it's wise to immigration policies for a diverse,skilled, young and healthy work force. Without immigration Russia and the U.S. will suffer since white people are not reproducing at a rate that will support a large young population base. Japan will be in bad shape, Mr. Roboto will not save every old person who's fallen and can't get up.
 I live next to a large community from India. I share their resentment that any amnesty for millions and millions of Mexicans will not do much for their community since most Indian Americans are legal. (It took a long enough for American Indians to be legal too, but that's another matter!)  Yet India has far times as many people and many can fill skilled jobs.
 In fairness most illegal Mexicans are hard working and cause no problems. I just think that quotas for illegal aliens should matched by quotas for legal aliens.
 Anyway, people don't like change, even if it's a good thing so what else is new? Everyone votes with their wallet and I don't want to be eating dog food when I'm old since there are not enough young workers. So there you have it - I'm really just out for my own hide after all!
 
What is funny to me is that almost everyone turned their responses to being about America. Maybe the U.S. has some of the same problems and maybe they are related or not but the article is about Russia! And Russian Immigrants!
One person commented that these people are not like our mexicans because they are Russian. No they are not. The Soviet Union, in one aspect, broke apart because these people did not want to be considered Russian. So the idea that Russians are screwing over Russian is ridiculous.
What I think is the most interesting is the Police. The article is right, no matter hwo illegal the country needs these people right now or they would not be getting a lot done. I think the Police are taking every advantage of that, and I seriously doubt whether they see anything wrong with their actions. I am not sure if it means the police and the country are corrupt, but mroe that certain mindsets need to be changed, developed, or adapted.
I don't believe that the United States has the resources to identify every illegal immigrant currently in this country and we need to be realistic. If these illegals are law-abiding and currently working, they should be forgiven and allowed to stay and given temporary visas to work and allowed to apply for citizenship.
At the same time, we need to secure our borders and prevent further illegal immigration.  It is we (the U. S. government) who have caused this problem by our lack of enforcement of immigration laws.
As far as Russia's problem, Mr. Putin needs to clean up his police forces.  The "illegal" immigrants in Russia, mostly, were previously considered part of the Soviet Union and were then legal citizens.  Their problem is a bit different.

I blame the whole mess on the world itself.If people would just help their fellow man instead of just talking about it,as soon as the people of the world stop and take a look around were all stuck on planet earth.I agree we need laws but they should be to help and protect the people not the companys that do the major damage to the planet.We live in a world now where MONEY is first and PEOPLE are secound and whats going on in RUSSIA proves that small fish work big fish steal it.In the US its just out of control people need to work but do it the right way.
immigration is part of nature, human nature. there was nothing legal or illegal in the migration of hommo sapiens from africa to europe, asia or america. There was nothing legal in the invasion of america by europeans. Everyone of these humans was looking to survive. It was a lot more barbaric before with the massive killing of natives. Immigrants around the world (legal or illegal) are looking for survival, it is not easy to leave your country, your ways, your family and friends and go somewhere else for mere survival where you risk not being accepted or understood because it will take you years to learn the language. All these people are simply ECONOMIC REFUGEES, victims of their countries goverments and international conflicts of ideologies. Yes we should have secure borders in the US and be able to scan them to make sure we let workers in and not criminals. We should allow as many immigrants in as our economy has being able to assimilate for the last 20 years. We need to reconcile with those that are already in the country and kick out those that are proven criminals. Let all immigrants pay taxes by legalizing them. Most of them don't have access to insurance or benefits because of their status enable them to pay for themselves, take them out of the shadows. One day you (or your children) may need to migrate. Show compasion so one day you may get compasion.
Just remember the illegal alien does not pay taxes and is uninsured so social services and emergency medical services they receive are paid for by the legal taxpaying Americans.  Not to mention the money they earn is mostly send back home as they live 10 to a house, would you like them next door to you. Great reminder as to the double standards in our system.  
So, we are concerned how badly President Putin treats ethnic Russians, are we?  Perhaps we could show some of that concern to how badly the BUSH regime treats ethnic (NATIVE) Americans.  The ONLY group in this country that has ANY right to bemoan its status is the Native American population.  It has been a war of genocide since the Caucasians decided it would be a great idea to steal this country for themselvees. The freed slaves did their part as well in killing and decimating the indiginous population of this land by forming units within the US Army such as the Buffalo Soldiers.  Humanity is a pitiful species and it is so true as stated in Scripture that "THERE IS NONE RIGHTEOUS AMONG THEM, NOT A SINGLE ONE."

Illegal immigration is a problem because it disrupts sovereignty. Sovereignty allows citizens to have a voice in their government and work collectively for the common good.  On the other hand, illegal immigrants are people and offer productive labor.   Also consumers and employers get the benefit from this labor.  The solution to this dilemma is to tax the problem.  There should be an extra fee for applying in country for immigrant status.  ($500-$1000) There also should be a sales tax on the products that illegals produce such as housing.  This would go to hospitals, etc. under strain from illegal immigration.  Also consumers and employers would be prevented from unduly benefiting from illegal labor.  This would allow illegal immigrants who truly would want to be citizens to work toward doing so.
For America, economic growth is the most importnat and only goal of the state. Companies require illegal to provide cheap labor; citizens do not have the power to fight multi-billion dollar industries. Besides, illegals are benefiting America's economy, not to forget that there is consumption tax in most US states, sales tax, property tax (illegal can own property), etc. If it were the case illegals were a net deficit on the economy, the business elites in America, and the governments would have deported all the illegals immidiately. But they are a net gain, and hey, aren't all Americans concenred with economic grwoth?? Not me ofcourse, I'm the rare America liberal socialist
Just so you know, I have personal knowlege of a female immigration officer telling a female interviewee for citizenship here, (she was from Canada) if they didn't have a "quick relationship" she could kiss America goodbye. This Canadian won her citizenship in a special Lottery that we recognized. So barring any crimminal convictions on her part, she was already here legally. She was also told if she told anyone about the encounter, the FBI would come drag her out of her house and she would go to jail. She lived for years in fear. If you don't think it doesn't happen here boys and girls, you are sooo wrong. Real shame you think otherwise.
In Russia today and so many times in the past, the people (locals or immigrants) are subject to a government that has no actual control of the entities it has responsibility over (police, immigration office, etc).  There is also no desire by the leaders at the top in Russia today to make any changes to decrease corruption as it is the way it has always worked.  With Putin in power it has and will continue to trend towards the worst.  By controlling the transparency of how everything works, by locking down the media, corruption cannot be exposed and thwarted. In Russia, people will continue to be controlled by those with power, position, and money.

Immigration control is a common problem throughout the world and the problems are simple, but the solutions complex.  How do you keep your societies fabric consistent with the influx of people?  How do you keep the economic benefits from becoming a burden?

In America, we do in fact need and want immigrant labor.  The question is how to allow this in a fashion that is fair to all parties involved.  Nobody can blame anyone coming into this country for a decent paycheck to send home.  We all desire to take care of our loved ones and ourselves. There just needs to be continual progress towards making the system clearly favor legal immigration and discourage illegal immigration.  Most of us learned at some point in our life not to cut in line ahead of others.  Illegal immigrants do just that, undermining the cost and effort of those going the legal route.  So there needs to be more lines to jump into.  We have a right to demand that people who want to stay here for prolonged periods of time and use our public resources learn our language and pay our taxes, just like most everyone else does. So, the companies that hire immigrant workers and benefit from their low labor costs can be the ones to pay for their language and civics lessons and be held responsible for their status with the government.  At least most of the time, we don’t have to deal with corruption in it’s most obvious form, but we do have to come to terms with making the system work for those who want to come here.  Hold employers responsible, including construction companies, for moving the numbers into the legal column.

It's the ugly holy cow of unequal distribution of wealth that causes local unemployment and suffering to immigrants! What we have to do, is to demand from our government that the holy cows of Capitalism that no longer work,  be revamped!  The second holy cow that kills America,  is  the notion that free trade is possible with countries five times our size,  populationwise!  These two Trojan Horses are being kept in our system by the enemies of the American People  and the world! These enemies,  you probably guessed it, are the few super rich corporationas and individuals, for whom these two Troyan Horses represent a bonanza! How can we fight them back?  We have our Senators and Representatives!  They should not be elected to office, lest they swear to remove these two Trojan Horses!
I seriously don't understand why all these people are treated like they are scum. They belong to a country where they are not even provided ther basic amenities of life, let alone proper jobs. They are deprived of food, proper housing and healthcare and when they want to take maters into their own hands by working to better the lives of their families and their own; they are considered as criminals and illegal immigrants.

I am a citizen of Pakistan and like the US, we also have a face this great problem. People from countries like Afghanistan, Bangladesh, Sri-Lanka, Nepal and Myanmar and found everywhere. Even a huge number of Chinese nationals are found in the northern and southern metropoli of the country. But these people, legal or illegal are given the chance to or become legal citizens. They get registered by the NARA (National Aliens Registration Authority). This enables them to work legally, pay taxes and have a quota to get admitted in educational institutes.

If a country like Pakistan offers illegal immigrants the chance to naturalise, so what is the deal with the US?
let,s get real. look around new orleans. the average young american male is too lazy to rebuild his own house.if it wasn,t for the volunteers and illegal workers  very little work would be done.too many young americans seem allergic to sweat unless it,s playing ball or jogging .
Wake up people...there are just as many Americans living illegally elsewhere in the world...predominantly in Canada and Australia. I myself considered going illegally, but was lucky enough to find a way in legally into the UK, where I will be headed middle of next year. When income no longer provides the very basics of living, people move to where they can survive, regardless of where they come from!. I started looking when I discovered that despite a university education, my field here in the US did not support human life...whereas in the UK and in Europe there are not only job opportunities, but health care for myself and my family available..something we had not seen here in years!
