Chavez not helping Russia’s tightrope act

One of President Bush’s biggest critics came to Moscow on Thursday, and you would have expected him to be welcomed with open arms.

Venezuelan President Hugo Chavez is here on what has become almost an annual state visit with Russia’s President Vladimir Putin. Economic ties between the two countries have grown considerably – mostly in the form of billions of dollars of weapons sales from Russian to Venezuela.

With the relationship between the U.S. and Russia considered to be at its lowest point in years – missile defense in Europe, democracy development in Russia, and the status of Kosovo being just a few of the issues where the two are at odds – the occasion seemed ripe for Chavez and his harsh criticisms of Washington.

But even though the timing of Chavez’s visit may be perfect for him, it’s a delicate moment for the Kremlin, since Putin is heading to Kennebunkport, Maine, in two days to meet with Bush in an attempt to smooth over some of those differences.

While bringing most of the mainstream media within Russia under its control or influence, the Kremlin usually has little use for foreign media and foreign opinion, and constantly complains that that both are biased against Russia. But in a rare acknowledgement of the importance of both, it looks like the Kremlin has done all it can to tone down Chavez’s impact here.

Downplaying visit
Chavez opened a Latin-American cultural center in Moscow yesterday with typical blustery remarks castigating the United States, but Putin was nowhere in sight.

Newspapers here reported that the official meeting between the two leaders was purposely scheduled to take place late in the evening over dinner and behind closed doors at Putin’s residence outside of Moscow – late enough to miss some of the evening newscasts.

Putin limited his remarks to diplomatic niceties about the evolving relationship between Russia and Venezuela and avoided the veiled criticism of the U.S. that he has been using over the past few months.

And in a surprising display of self-censorship, the Duma (Russia’s lower house of parliament) voted not to have Chavez address the entire chamber, but had him meet a smaller group of deputies in a conference room. The party leading the vote to cancel Chavez’s speech was United Russia, the ruling party which rubber-stamps decisions made by the Kremlin.

Tightrope walk
Putin and the Kremlin tend to walk a fine line between demanding that Russia be part of the club of leading countries (alternately lumped together as the West, Europe and the U.S., Western-style democracies, G8, etc.) in the world, while also taking an independent line that many in that club would not agree with (like inviting Hamas leaders to official meetings in Moscow after they won Palestinian elections in early 2006).

This tightrope act continues this weekend as Putin heads to Maine, while Chavez continues on to visit Belarus and Iran – two countries who count Russia as their friend while considered "outposts of tyranny" by Condoleezza Rice.

Michman Please!! Both Putin and Chavez have trampled over individual liberties and try to emulate their idols Fidel Castro and the former Soviet Union's leadership. Chavez in particular has closed the only semi-independent television network in Venezuela.
"Putin and Chavez at least are both respected in thier own countries as well as most of the world. "  HAHAHA You have got to be kidding.
To MichMan,

I don't think your comments are at all accurate.  Putin and Hugo are probably despised by their respective citizens, but they are too scared to speak up.

I believe it's very "fashionable" to dispide Bush, but it's unwarranted in my book.  The man might have gotten us into an unpopular war, but he stands up for what he believes in.  Also, as a Jew, I think Bush is the best friend Israel ever had since Harry Truman, and, that's very important to me.
The article brings up an interesting point, that Russia is trying to maintain its ties to 'outcast' nations while trying to strengthen ties to Western Europe and the U.S.

What I find interesting is that Russia's leaders must maintain a tension with the West, especially with the U.S., in order to maintain a proper image with their own people as well as a number of their allies that are not 'pro-West'.

This puts Russia in the peculiar position of playing "good cop / bad cop" with the West. It's the bad cop / adversary to Western policies, while it can play the good cop to nations like Iran (versus the U.S. bad cop).

This makes Russia an invaluable ally in world diplomacy. It's heartening that Bush hasn't blown that relationship, like he has many others.
Russia needs to realize that supplying weapons to China and rogue Islamic nations is going to come back to haunt Russia in the near future. Chinese immigrants are flooding into a slowly shrinking Russia, and radical Islamists have already attacked Russian territory. Soon the U.S. and Russia must cooperate to form a barrier against spreading Islamofacism and impending Chinese imperialism.
To American for life,

Russia is not a relic of the past, but America is going to become one in the future, just wait and see. America is going down, while Russia is getting back on its feet. America has about 25 years left, just wait.
Chavez better look out we only tolorate so much from a South American leader before we remove them look at history.
people can say what they want about bush, so what! our beloved country has done far worse in its history. we need to keep a presense in Iraq. keep the terrorist occupied over there, not here. and oil, please, the united states doesn't decided were oil companies buy oil, just listen to yourselves, you want change then vote every last congressmen or women out of office over the next two elections!!!!!!!!!!!!get rid of the fat cats in washington!!!!!!!
Hey Michman, if you respect Putin and Chavez then you can go live in their abominations. Can't you understand it's the Communist Russians starting all the problems. Think about it.
?? 2002 ??  Does the failed coup against Chavez in 2002 ring a bell about why Chavez might intensely hate Bush & co.??  It's ironic, that the administration that loves democracy so much that it invaded Iraq in 2003, sat on its hands during the coup attempt and was not delighted when the democratically elected Chavez returned to power. Chavez has many flaws but has maintained his support among the people.  Those middle-class pot banging women and their elite allies   are only perhaps 20% of the population.
If the US stopped selling food to these nations, they would soon have to eat sand and oil.
MichMan, Michigan can call Bush an idiot so I guess I can call him an idiot. I can assure you that when (not if) we tuck tail and run from Iraq, the bad guys will follow us home. So don't you left wing idiots come crying to me when these lunatics begin car bombing our country. You are so short sighted!
you know what, all of theses countries that have been at odds all theses years have forgotten that this world is all we have,we all bleed red no matter what race we are.we say that we understand humanity, maybe we should start acting like it ,when this world is gone thats it,there is no more.life is to presous to wast it on petty, jelous or vengful differences. this world  needs to pull its head out of its but and start working towards a better future for our younger genaration.if not for them then who?just a couple of healthy thoughts.improve the quality of life around the world for our children.they should never have to learn about hate or indifference.
I know for a fact having lived in Venezuela and knowing people from there that Chavez is not respected in his own country. He may be respected by some but certainly not all people in Venezuela, and the same can be said for Bush and Putin.
Just design me an electric car that can go 300 mi on 1 charge & a cheap Solar Power System and we'll never have to talk about that little "Manuel Orgeta - (Panama Pineapple Face)Creep again. Besides, I understand that Chavez wears satin party dresses in bed along with a pretty pink tierra.
I am tired of people bashing Bush, it is not all his fault of the mess we are in. You can thank Mr.Clinton for alot of it.We need to produce our own oil, then we would see people like Chavez shut their mouths. Our biggest problem is we Americans give to much, put up with to much trying to help others that badmouth us.We need to stop the giving and take care of us, then you will see a change.
Blaming the leaders and their blunders for the world's problems is silly.  We gas guzzlers have created the problem.  We need to do whatever we can to reduce our use of oil.  Only significant reductions on our part will bring peace.  Without oil money, oil money supported dictators will be removed.  Without oil money, terrorist will lose support for their actions.  Our leaders, especially congress, must provide ample seed money for research and, more importantly, for implementation of alternative fuels.

Bob, KC
Not a big fan of Chavez, but people, he is not exactly a Stalinist dictator.  He was elected THREE times and won big, with roughly 60% of the vote--which also corresponds to the percentage of people living in poverty in that oil-rich country.  The opposition has NOTHING to cry about--they were stupid enough to boycott the last National Assemby elections--giving Chavez's supporters full control.  Now, how can you have a say at the table--however small--if you don't participate in the first place?  Furthermore, the opposition is mostly comprised of the walking cadavers of the former "big two" Venezuelan political parties, AD and COPEI (can you say Dems and Repubs???) that lost ALL credibility after four decades of squandering oil revenues and massive corruption.  Adding insult to injury, the old two-party system in Venez was rigged; both parties made a sweetheart deal with each other in the 1950s--called the "punto fijo"--to alternate power between them in uncompetitive elections.  Criticize Chavez all you want, but EDUCATE yourselves, people, and READ YOUR LAT-AMER. HISTORY.  Stop quoting Ann Coulter--that dimwit believes Canada fought beside us in Vietnam. (??!!)  As for so-called Castro-style gulags, they just don't exist in Venezuela.  Chavez's appeal is similar to that of Argentina's Juan Peron--nationalism blended with heavy government instrustion in the economy and anti-yanqui-ism.  Authoritarian, yes, but remember folks, Chavez was STILL elected.
The United States of America is a slumbering liberal giant right now. Keep poking him with your sticks of hate and dissent and he will awaken and will destroy you as we have done in earlier time.
ROBERT SHEEHY:ONTARIO CANADA:

The consumer has choices in america.
1st- do not buy Citgo gas . . EVER
2nd- avoid "made in china" when possible.
3rd- Buy fruit and vegtables grown in america.
4th- understand where your 401k money is invested
5th- start a small solar/wind powered/battery system to educate yourself on the equipment.

If every american did these things, America would be better off.

Lessen foreign dependacy on oil?  With what?  Wind power?  Just as coal fueled the industrial revolution, oil fuels the entire world economy.  Of which the US is responsible for about 25% or so.  According to nationmaster.com and some quick math the US uses 620,000,000 gallons of oil per day.  Replace this with....hydrogen?  Ethanol?  Both of these fuels produce less energy when burned than hydrocarbon products.  So we'll need even more of it to maintain the status quo.  The easiest way to get hydrogen is from oil.  The fuel cell is probably the most feasible technology that can virtually eliminate CO2, and foreign dependance on oil (provided we can get hydrogen cheaply from seawater).  And of course, our glorious leader is throwing money at ethanol.  Which Brazil makes far more of, far more cheaply.  Now, ladies and gentlemen, we are screwed.
Free/cheap/clean sources of energy would never be commercially developed while oil corporations can make huge revenues from oil and governments receive taxes from these revenues. I am glad that oil rich countries realize their geopolitical power and use it as leverage to their advantage.
We are lazy, both mentally and physically.  We had an energy crisis previously, once pasted by a downturn in world economy and increase in oil supply we reverted to our old habits.  We drive everywhere, public transit is considered for those that can't afford a car and we unlikely to walk anywhere.  So we continue to consume foreign oil and support the likes of Che Chavez.  Why do we not demand that we price the full cost of imported oil, a risk premium for future disruption, the cost of maintaining a military capable of intervention in the Middle East to keep the oil flowing, not to mention CO2 emissions.  So why not a two dollar per gallon tax on gasoline?  It is long overdue, and has been implemented elsewhere for the benefit of all.
I find it astonishing that several in the Hollywood elite snuggle up to Chavez (and Castro) as if he is somehow a benevolent democratic leader of a free people.  It makes them look not only gullible but just plain stupid.  Funny how they support anyone who hates Bush, no matter the suffering of the people under them nor the real record of their oppressive regimes.

Freedom is freedom - it is the height of arrogance to enjoy it yourself, and the lavish lifestyle that often comes with it, but then deny it to millions who have never known it.

Chavez is an idiot...and I suppose it will take the complete collapse of Venezuela, or a counter-revolution to stop some of his biggest fans in the US from seeking photo and hug ops.
Bush is stupid. Cheney is satan.
So, Fidel and Chavez are looking out for the little guy?  I guess by that same token Hitler was a great guy because he put everyone to work.  And I guess that Stalin wasn't to blame for all the people who died after the farm collectivation back in the 20's and 30's?  Give me a break.  Robert Sheehy, when was the last time that a tv station or newspaper in the US or Canada was closed down because they criticized the leader of the country?  In Venezuela, you would be out of a job for praising the leader of an opposing country.
I bet that Carlos Gutierrez is Cuban, here i sa sample why Fidel Castro has been almost 50 years in Cuba...enough said..
Aleksey,

You're a jackass. I am a investment analyst working for a huge international private equity firm and I can tell you, as the US Economy goes so does the world. The present US economy has a higher GDP then the entire contenant of europe, and 4x that of the second largest country. If the US economy collapsed in 25 years so would the rest of the world, I'd bet that close to 1 billion people would starve/freeze to death if that occured. You're a moron.
Boycott Citgo?  OK.  Let's only buy our oil from the friendly middle easterners who share our values.
Chavez is a very interesting hypocrit.  after all he says the US is evil but then he lets women die at hospitals because he has revoked the abortion laws.
He no better than any other politician in the world.  We need to line all the lawyers and politicians up and send them to the moon.  Pres Bush can set up his new empire up there.
Oh and is such a bad thing if the Iraqis and Iranians and Palisitians and Isr. peoples blow each other up.  think of the opurtunities that would result from all the area being devoid of people and nations.  Sounds good to me!
Why boys and girls who do you think created the mess we have, many of you right here did if the truth was known many of you voted for Bush, many believe in the myth of capitailism (as if some smart American dreamed up that term)its nothing more than trade among people and countries going back as far into history as you care to go.
We have relentlesly interfered in other countries and thier goverments usally at the bequest of some corporation or whacko such as Gates (if one took the time to look as his background)and oftimes getting some other goverment to do our dirty work.
Some say we are a world power I say nay not even close,a world power takes care of it people, its country and its values we do none of the above. We have for all intent and purpose become a rogue country and sooner or later as with all rogues the rest of the world is going to go on without us,perhaps its time...
For those that think Chavez has a big mouth and doesn't do anything else for his people, those are people that doesn't know the reality. That's what he does best, he gives away money to the ignorant and poorest people of his country and gives priviledges to them so they can support him and protect him, as long as he keeps pouring money to the people that has never had anything in their lifes, he will be there disrupting LatinAmerica progress, and talking as much. He has a plan, and he will enforce it all the way, and part of that plan is to disrupt any influence that the U.S. has over the world.
I bet none of you guys know that the country we import the most oil from is Canada.
For Your Information....

The PEW Global Attitudes Project, released 6/27/07

SUBJECT:  Public Confidence in Global Leadership

CANADA..... Putin 36%.....Bush 28%

Britian.... Putin 37%.....Bush 24%
It would be nice if the enlightened American contributors would undertake a bit of research (sources are freely available in your local library, in case you don't trust the web) before basing arguments on incorrect assumptions. While freedom of press and speech are indeed quite restricted in modern-day Russia, it is neither a Communist state, nor a dictatorship, nor has its economy stopped growing. 53 of world's 950 or so billionaires are Russian---a far cry from the days of Marx and Lenin. Russia's GDP growth is 6.4%. The population is largely content. And, Putin was freely elected, enjoys a 70% approval rating, would again be elected if free elections were held today, and enjoys his popularity largely through disseminating the kind of nationalistic, paranoid, and simplistic propaganda that is curiously similar to the bashing he and Chavez are getting in some of the above messages.
Chavez is a zit on the ass of the world!  So what if he's right some of the time about Bush?  He has a hell of a rotten way of saying it and what business is it of his anyway?
Sadly enough, we elected him, (Bush), (or the Supreme Court did) and we and the world are stuck with him until the next election!
Lets everybody try to enjoy the upcoming July 4th holiday and keep in mind that it could be you "enjoying" some of that "prosperity" that they are having in Venezuela!  Right, Dicksonater??
Can anyone say ... ANWAR..
There is twice the freedom of speech in venezuela than there is in the US. When was the last time you saw a marxist in the US media. I know. I've been to Caracas 3 times and all it takes is turning on a TV for 2 minutes. Americans are delusional
check out a little stock with the symbol ARGY. It is supposed to be a Hydrogen making machine. If it works, then just maybe we can send a message to the oil cartels..adios suckers. We don't need your oil.
Losing the war!  What a joke.  The only reason the US has not wiped out all our problems in the Middle East is because of our media.  We could make those countries parking lots in a few hours without using a nuclear bomb but the left wing media in our country will not allow our military to do what it needs to kill the enemy.  This tit for tat military exercise only brings heavy casulties to our side for instead of bringing our military might to its climax we are forced to be street cops in gang warfare.  Thank you ABC, CBS, NBC and CNN and the rest of the socialist bunch for killing our men and women. Instead of patrolling streets and becoming sitting ducks for murderous no value gangs we should pull our forces out and bomb until we get a change in policy.  Through economic isolation and proper military force  change will take place.  Not one more soldier should lose his life for the sake of the Middle East.  Let them deal internally with their own people and problems.
As far as Chavez the problem is much easier.  Economic sanctions will crush that country and stop buying any gasoline from Citgo.
To Aleksey America has about 25 years left (cough whatever your smoking it must be good)There is a reason why american emerged as the most powerful nation on earth. Through hard work some mistakes and a lot successes. Before you belittle this country why dont you go back and look at the genoicde that your country has caused. I have no personal problem with Russians except ones like YOU. Your national govorment already collapsed once. Mark my words for all the crap you say Ameican and Russia will end being allies for a long time. Its like 2 friends have a arguement and then make up and their relationship is stronger. One our prospective leaders leave office things may imporve. So please before think before you speak. This is not the 3rd century nations dont fall as easily anymore
Yeah...Chavez better look out. We'll remove him from history like we did Castro and Daniel Ortega...oops!!!
Never mind... Let's fight them over there, not here because they attacked us in 9/11...oops!!! It was our cousin Prince Bandar and our pen pal Bin Laden's brother...oops!!! At least it was NOT Bush 43 who stood and watched on t.v. in the hotel room with Bin Landen's brother as the planes hit our buildings, it was Bush 41 -- hey Bush 43 & Bush 41, are they related?...oops!!! Forget I said anything
Fat Cats in, Fat Cats out.  It is the system that is broken leading to the corruption of the individual.  Having said that, America has been (and still is despite or recent past) the moral leader in a world of struggling cultures.  The point I want to make is this:  We need to get off of oil immediately if we are going to pull our self’s (the human race, not just the USA) up by our bootstraps and create a better world for our descendents to live in.
Taking bold moral & economical steps like this, toward the responsible use of our limited resources, will provide the foothold for humanity to develop into one socialist population.  A population who respects human kindness, not brute strength; the entire human culture, not just the individual; men of character, not men who have learned how to fulfill only their own selfish desires.

Both Bush & Chavez are these kind of selfish men and I for one, take the fact that these "men of fear & Ego" have become the leaders of our world as a ringing endorsement for a systematic change of our political organizations.  After all, 220 years is not too bad a run.  The constitution has developed into a robust democratic society.  It is now our duty to take the next step and lead the way to a new global constitution supporting, enhancing, and allowing for the emergence of more developed Lockeian "natural rights" then those upon which we based our most revered and successful political document; the United States Constitution.
Wow all of you really need to stop bickering. Russia is trying out all of it's options and that is why it is cooperating with EVERY country, its called GLOBAL diplomacy, something that Bush has never been good at. As for Chavez, he is killing his own people and ruining the quality of life in his own country, usually matters like that solve themselves in the form of a coup, without US intervention. Most of the global problems that the United States has in the world today is caused by unneeded global intervention.... An example of this would be Osama, if the US hadn't interceded when the Soviet Union was at war with Iran then the US would not have many of the middle eastern problems that it has now. As for Russia it is getting back on it's feet and doing so in a clever way, give it about 10 years and you will see, economically the country is at it's best since the Soviet Union split apart. Americans need to be taught world history a bit better, so that they can learn from WORLD mistakes, not glorify themselves in their own history as they are taught now.
Michman has obviously had some of Venezuelas products Cumana cigars, or 60% chocolate to give the accolades he does. Does michman not question why educated people are driving taxis, having to work abroad (leaving there families behind), why people are willing to buy US dollars at inflated prices.  Michman needs to visit Venezuela with someone other than Harry, Jimmy or Danny to get the real picture.
Chavez is an egomaniacal dictator. He is now losing money from lack of oil sales to the US since we are boycotting CITGO which is his oil company. He needs money from Russia and China because he will be broke in a year or two. Both countries will exploit him and then discard him. His own people will then devour him. Russia is so far behind modern times since communism shut down their ability to evolve with the rest of the world. Americans rejoice in who you are and where you live. I have been to the other places many times. We can love our political leaders or bash them publicly. Try that in China, Russia, or Venezuela.
CHAVEZ ES UN HIJO DE PUTIN...
BUT HE IS LOVED BY HIS COUNTRYMEN...AT LEAST THE MAJORITY OF THEM. THOSE WHO DO NOT LOVE HIM LIVE ABROAD, AND LOST THEIR RIGHT TO COMPLAIN ABOUT HIM WHEN THEY RAN FROM THEIR HOMELAND TO MIAMI OR HOUSTON. VENEZUELANS WHO LIVE IN NEW YORK OR VEGAS ARE STILL COOL!!!
One of my old professors used to say, "No one is more conservative than a liberal who's gotten their way."  My corollary to this is that the more left wing they are to begin with, the more likely they are to end up fascist in the end.  Lenin spouted socialist rhetoric after he got in power but was a dictator nonetheless.  Chavez has proven himself to be of like temperament.  To my Canadian compatriot in Tecumseh, Ontario, I say, "Please, wake up and sniff the garbage hidden by the leftist flowers."
