A Russian apartment ... but only for Russians

During my recent hunt for a new apartment in Moscow’s astronomically-priced real estate market, I came across postings like this one all the time.

“2 room apt. Newly refurbished. All appliances, high-speed internet, quiet courtyard. Central Asians need not apply.” (Or, “No Tajiks.” “No Georgians, No Uzbeks, No one from the Caucasus, Slavic family only, etc.”)

But what actually surprised me was the conversation I had with an agent over the phone:

“What nationality are you?” she asked.

“American.”

“No, no. Not your citizenship – what is your nationality? You know, the landlords will want to know.”

Regardless of my being American, if my “nationality” (the Russian term for ethnicity) wasn’t a desirable one – say if I was African-American or Asian-American – the landlords may decide not to rent their apartment to me.

Rise in crimes against foreigners

Racism and discrimination are not unique to Russia, but the level at which it is acceptably expressed in society is.

Russia’s Day of National Solidarity last November saw nationalist rallies in a number of Russian cities, under slogans like “Russia for Russians” organized by the Movement Against Illegal Immigration. Political parties (such as the misnamed Liberal Democratic Party of Russia) openly campaign under promises to give Moscow its “Russian face” back.

And as the push for greater nationalism grows, the Russian Interior Ministry recently released figures showing that crimes against foreigners since the beginning of 2007 are already up 22 percent compared to last year.

And while Russia has hate-crime laws on the books, people who attack African students or Uzbek laborers are often charged with “hooliganism,” which carries a more lenient sentence than the mandatory ones accompanying hate crimes. I have African friends who have been attacked in the past, and simply won’t set foot on the largely unmonitored metro system.

Even steps taken to fight the problem seem to have the opposite effect. The Duma (Russian parliament) is considering a law now that would ban media outlets from mentioning the race, ethnicity, or religion of a suspected criminal or victim in their reporting.

The bureaucrats’ logic is that this will fight racism by keeping reports unbiased. But as analysts, journalists, and human-rights activists across the board have pointed out: How can you raise awareness of hate crimes if you can’t even report on the fact that they are taking place?

For Russian leaders, cracking down on racism and hate crimes is a balancing act. If they come out defending minorities too strongly, they risk alienating an electorate that clearly leans to the right.

well, the Russians Government should have not allowed any foreign investors, students and travelers to Russia since Russians want "Russia For Russians".Why make things complicated by letting the foreigners in to Russia and then create "Racism'?Also, there is a saying in Russia especially in big cities like Moscow and St.Petersburg that sounds like this : "Love the USD and the Euros but Hate the people".But not all Russians are racist. Russians that live in those smaller towns like foreigners.
Humas should not be deprived of their right to disriminate, if a lanlord would not want a person of certain ethnicity living in his condo he should have the right to refuse. People of different ethicities should be seperated, it would make the world a lot more interesting.
Jennifer Blackwell, nice straw man you set up there. He is talking about his personal experiences with a rascist mind set in Russia. Are you implying that he thinks Mugabe is o.k? That is patently ridiculous. Discrimination is wrong, no matter who does it.
Russia has long, long, LONG, LLOOONNNNGGGGG history of racism. The word pogrom (which means large-scale, extensive violence against Jews) came about after repeated pogroms in that country. Tolstoy campaigned against Russian racist attitudes towards minorities in 1800s. Its not surprising, its sadly expected
I work all around the world and in Russia for years. They are like everyone else in the world including Americans. Some are set in their ways and narrow minded while some are extremely open to other views and embrace tolerance. The majority are good people and wake up every day wanting to do the right thing. We should not judge an entire country by the actions of a few.
Google Russia's birthrate. Russia is suffering a huge population implosion. The birthrate has dropped to below sustainability levels. In other words more Russians are dying than are being born. Good! Racists deserve the fade away into the sunset. And I just noticed the far-right racists here on these boards. There sure is plenty of racism but it is of no matter to me. If you all are afraid of a language you don't understand that is your problem. Like I said it is of no matter to me. Current population projections say "my kind" will be the majority by 2050.
They have freedom of association in Russia? Imagine that! Freedom of association is also a negative right -- the freedom to exclude FOR ANY REASON. It doesn't have to be a "good reason." Freedom means ANY REASON. A poster above mentioned that Asians in the US actually have the freedom to exclude non-Asians. I can confirm this. In Boston, there is a Vietnamese community that has "Vietnamese only" schools, day cares, churches, blocks of apartment buildings, etc. If white people did the same thing they'd get sued by the federal government. That's not freedom. Ergo -- Russia nowadays is FREE, and forced multikult Amerikwa is NOT FREE. One more thing -- it may be just a coincidence, or maybe not. There was a group of people back in the 1930's to the 1960's who called themselves "Trotsky-ites" and they put all their hope on the "worker's paradise" of the USSR. Then they gave up on Russia and became "neo-conservatives." Now you know who hates your freedom.
"...Russians get what they deserve. If they dont want to accept immigrants..." THEY DO. Russia is the second largest recipient of migrants in the world. Many people from ex-Soviet countries (Ukraine, Georgia, Causasus) want to live and work Russia.
Get real. If you think someone is gonna be a trouble maker you are not gonna rent YOUR home to them. Ive rented to many groups and I would never again rent to blacks, hispanics. Only whites and asians. Ive been ripped off to much. Obviously lots of whites and asians are bad tenants but ive had so many problems with blacks and hispanics i dont want to relive that nightmare. The few bad blacks and hispanics are destroying it for the others. If your black or hispanic you need to take care of your degenerates because they are destroying your reputation.
Elite state-sponsored schools in Hawaii allow ONLY those who have Hawaiian blood. Institutionalized racism.
I am American, currently live in the Middle East. Travel extensively. Racism/discrimination/nationalism is a way of life in most countries. Doesn't make it right, But you can't change history & traditions overnight.
"Integration" means assimilation of non-white people to European/NA countries. The point that most of the "white" posters are missing is that 400 years ago Asia and Africa allowed Europeans in and they enslaved them. England, France and Spain essentially colonized, enslaved and destroyed the resources of 99% of the non-white countries for 400 years until World War II. Around 1500, Asia accounted for 70% of the world economy. Now it is 20%. In Zimbabwe, white settlers are NOT immigrants. They colonized and seized in the 19th century 90% of the arable land while being only 10% of the population - they enslaved or killed off the original African land-owners. Now that Zimbabwe is independent, the African majority will want its land back from these settlers, who are essentially invaders. If you can't understand this, you are going to have a hard time living in the 21st century which will be slowly but surely dominated by Asia.
Canada is growing thanks to a rise in immigration who are paying taxes and supporting the general population ============================ Yes, it's true about Canada but in Russia Asian and Georgian/Armenian immigrants commit crimes, have illegal businesses, do not pay taxes, do not APPLY for permanent residence, they just come and rob the country, rob and kill its citizens. There were a lot of different people in Russia , and there were no problems with Russians' attitude towards them. Everything changed when a HORDE of crimes came to Russia after breakup of the USSR. Because the government did nothing to protect the country and its citizenry, what is happening now is inevitable. Perhaps Russia should build a wall along its border with the former southern Soviet republics to exclude those outsiders, just as the U.S. has done along the Mexican border.
Given the predatory nature of our species, diversity always injects tension, alienation and division into a society. No healthy race accepts a deminishment of its power in a society, as a percentage or its influence in the elite. The European races are sick races.
It's easy to pick out the rascists by their comments. It is sad that this is occuring in Russia, but the same thing has occured (and still occurs) in the United States. We're just more subtle about it because of the laws. At-will employment anyone? I'm hoping that the USA will change immigration policy and welcome the Tens of Thousands of Iraqis we displaced into the USA as citizens.
to HM, ISELIN, NJ : i don't think the russians see it as "SUPERIORITY" i think it is that they see it as "POSESSION" after decades of not having anything of their own. they now have something that they very much care about and want to protect from anything they see as a threat. They want to have the freedom to rent to and live with people of their choosing, which could be seen as FREEDOM OF CHOICE ! I don't know if they lean left or right but they seem to lean towards their center. The have a problem with IllEGAL gee where have i heard this before.wwwwwhy is the term for russia Illegal and MIGRANT is the term for us ? Or is it that we use the terms that suit the LEFT leaning when it suits them. You went to their home to find something to report that suited you. How about you try this let Russians worry about their homeland and stay out of their affairs. We have enough here to keep you bitching.Let's worry about our own back yard.

Does the word "Slavic" have the same roots as the word "slave?"
If you are not Russian then BUTT out. Just because you feel you have some right here in the U.S. does not make it OK to import your views in other counties. Have you learn nothing from 911?
